Role Overview:

The Telecom Site Acquisition and Lease Management Officer is responsible for managing all activities related to the acquisition of new sites for telecom infrastructure and the ongoing administration and renewal of existing site contracts. This includes identifying and securing suitable locations for network infrastructure (e.g., mobile towers, fiber cabinets), negotiating lease terms with landlords, ensuring compliance with telecom-specific regulations, and supporting deployment and maintenance teams by ensuring access and contract alignment. The role requires close coordination with engineering, legal, project management, and finance teams to support network expansion goals.

Key Responsibilities:

New Site Acquisition (Telecom Infrastructure)

  • Identify and assess potential locations for telecom sites (macro/micro base stations, fiber PoPs, cabinets) in alignment with network expansion plans.
  • Coordinate with RF Planning and Engineering teams to ensure site suitability (elevation, backhaul access, power availability, zoning compatibility).
  • Conduct preliminary feasibility checks including zoning regulations, EMF exposure rules, and municipality restrictions.
  • Negotiate lease terms with property owners, ensuring access rights, right-of-way clauses, and future upgrade flexibility are included.
  • Secure all required municipal permits, building consents, and regulatory approvals.

Contract Lifecycle Management

  • Monitor and manage existing site lease contracts, ensuring full compliance with agreed terms and network requirements.
  • Ensure timely renewal and renegotiation of leases, especially when network upgrades, expansions, or technology swaps (e.g., 4G to 5G) are planned.
  • Maintain accurate records of lease terms, expiry dates, payments, and access rights.
  • Support legal team in ensuring that contracts include telecom-specific clauses (e.g., EMF, infrastructure sharing, decommissioning).

Support for Network Deployment and Maintenance

  • Act as liaison between landlords and deployment teams during site build, equipment installation, or upgrade activities.
  • Coordinate site access for maintenance teams and resolve access-related disputes quickly.
  • Ensure that leases support timely response to service disruptions or power issues.
  • Stakeholder and Relationship Management
  • Build and maintain strong relationships with property owners, local authorities, agents, and internal stakeholders (e.g., network build teams).
  • Coordinate with municipal bodies to ensure permit compliance and smooth approvals.
  • Serve as a key contact for escalations related to site lease conditions or operational disputes.

Legal Compliance and Risk Mitigation

  • Ensure lease agreements meet telecom regulations, national property and EMF laws, and internal compliance standards.
  • Identify and mitigate risks related to site availability, future development conflicts, or contract gaps.
  • Keep informed of changes in local leasing or construction law affecting telecom deployments.

Performance Monitoring and Reporting

  • Track KPIs such as site acquisition lead time, lease compliance rate, and renewal success rate.
  • Contribute to rollout forecasting by providing visibility into site readiness and contract risks.
  • Collaborate with finance for budget tracking of site rental costs and cost optimization strategies.

Qualifications

Education:

  • Bachelor’s degree in Telecommunications, Real Estate, Engineering, Business Administration, or a related field.
  • Additional certifications in site acquisition, contract management, or telecom infrastructure are considered an advantage.

Experience:

  • Minimum of 3–5 years in site acquisition, lease management, or related real estate functions.
  • Strong knowledge of telecom deployment lifecycle, site permitting processes and infrastructure contracts.

Skills & Competencies:

  • Excellent negotiation and communication skills.
  • Strong organizational abilities and attention to detail.
  • Understanding of EMF regulations, municipal permitting, and telecom site legalities.
  • Proficiency in Microsoft Office.
  • Driving License Category B (field work required).
