Title: Short-Term Expert on cybersecurity training need assessments on civil servants

Performance period: 25 days (1.5 months)

In the context of the Project KSV/023 “Sustainable and Inclusive growth in Kosovo” funded by the government of the Grand Duchy of Luxembourg, the Luxembourg development cooperation agency (LuxDev) as the implementing organization is launching a Call for Expression of interest for the recruitment of a Short-term Expert.

Background

The project “Sustainable and inclusive growth” in Kosovo aims to contribute to a sustainable economic growth by supporting innovation, inclusiveness, and social development in a greener Kosovo. The specific objective of the project aims to encourage innovation and local and foreign investments in an e-secured and transparent environment. 

The activity will take place in the context of the improvement of civil servants’ cybersecurity capabilities.

Responsibilities of the expert

The primary objective of this contract is to conduct a comprehensive analysis of the training needs for enhancing the cyber security skills of civil servants working for the Kosovo Government. The consultant will be responsible for defining the scope, creating a detailed specification, looking for possible synergies with the Luxembourg ecosystem, and preparing Terms of Reference (ToRs) for the development of a cyber security training program to be established at the Kosovo Institute of Public Administration.   

The expert needs to have advanced degree in cyber security, education, or a related field: professional certifications in cyber security training or education: strong understanding of adult learning principles: excellent communication and presentation skills: minimum of 8 years of experience in developing and delivering cyber security training programs: proven track record in assessing training needs and designing effective training curricula: proven experience in defining cyber security training programs for governmental institutions.
