Title: Short-Term Expert on conduct a comprehensive analysis of the needs for establishing a cyber security lab for the newly formed Cyber Security Agency
Performance period: 25 days (1.5 months)

In the context of the Project KSV/023 “Sustainable and Inclusive growth in Kosovo” funded by the government of the Grund Duchy of Luxembourg, the Luxembourg development cooperation agency (LuxDev) as the implementing organization is launching a Call for Expression of interest for the recruitment of a Short-term Expert.

Background

The project “Sustainable and inclusive growth” in Kosovo aims to contribute to a sustainable economic growth by supporting innovation, inclusiveness, and social development in a greener Kosovo. The specific objective of the project aims to encourage innovation and local and foreign investments in an e-secured and transparent environment. 

The activity will take place in the context of the supporting of the establishment of the cyber security lab. 

Responsibilities of the expert

The primary objective of this contract is conducting a comprehensive analysis of the needs for establishing a cyber security lab for the newly formed Cyber Security Agency. The consultant(s) will be responsible for defining the scope (purpose of the lab), creating a detailed technical specification, providing the estimated cost and roadmap for the establishment of the cyber lab, taking into account the needs of the Kosovo Government and modern trends in cyber security.  

The expert needs to have advanced degree in Cyber Security, Computer Science, or a related field, professional certifications such as CISSP, CISM, or equivalent, in-depth knowledge of current cyber threats, vulnerabilities, and risk management, proficiency in assessing and implementing a wide range of cyber security tools and solutions, strong analytical and problem-solving skills, excellent written and verbal communication skills. Minimum of 8 years of experience in cyber security analysis and consulting, proven expertise in conducting security technology assessments (at least two references), experience in defining the scope and specifications for cyber security labs. Extensive experience in identifying, recommending and implementing state-of-the-art cyber security technologies, familiarity with modern trends and emerging technologies in cyber security, familiarity with the integration of security tools in a lab environment, desirable experience in cyber security lab-set up.
