Job Summary
Democracy International (DI) is seeking to hire a Senior Governance Advisor for the USAID’s Social Contract Activity in Kosovo is a five-year activity that began in 2022 and is implemented by Democracy International (DI). The Activity works with local governments and local communities to build sustainable practices for public participation in order to improve citizens’ quality of life and strengthen their partnership with the municipal government.
DI is looking to hire a Senior Governance Advisor who will provide overall management guidance and technical direction to the governance elements of the program. The goal of the activity is to introduce sustainable practices for public participation in order to improve Kosovo citizens’ quality of life and strengthen their partnership with the municipal government’s. This will be a full-time position based in Pristina, Kosovo, and this position is only open to Kosovo citizens.
Essential Job Duties
The Senior Governance Advisor will be responsible for the following:
- Provide overall management guidance and technical direction to the governance elements of the program;
- Provide leadership for the Advisory Council, which will advise the process of assessing public participation barriers and facilitators in the pilot municipalities, including refining the Theory of Change, ensuring a common vision, analyzing data, approving proposed tools (e.g., Problem Prioritization tool, below), drafting exit strategies, assigning tasks identified in the action plans to stakeholders, crafting a scale-up strategy, informing the learning agenda, leveraging existing efforts implemented by the Ministry of Local Governance Administration (MLGA) and other donors, exploring solutions and recommending how to adapt interventions, and going on monitoring visits;
- Serve as chief liaison to municipal government actors;
- Liaise with community actors, public officials (including the MLGA), and donors to design strategies to improve the quality of public participation mechanisms and strategies;
- Provide technical guidance to ensure the sustainability and local leadership and ownership of public participation mechanisms and government initiatives;
- Support the Chief of Party (COP), along with the Deputy COP, to oversee and manage the Program, Operations, and Learning Teams;
- Work with the Deputy COP to provide guidance to CSOs;
- Provide technical inputs and support the development of deliverables;
- Ensure technical excellence.
Requirements and Qualifications:
- Advanced university degree in international development, political science, management, or other relevant fields;
- Nuanced understanding of the Kosovo context with regards to municipal governance and public participation and experience working within that context, strongly preferred;
- Minimum 5 years of experience working on governance in the Balkans;
- Experience and technical expertise working on accountability, good governance, local governance strengthening, civic engagement, and social inclusion, particularly in an international development context, strongly preferred;
- Strong interpersonal skills to effectively coordinate with a wide range of stakeholders;
- Professional fluency in English is required.
Reporting:
This position reports to the Chief of Party.
