Updates to the Enforcement Management System (EMS) & Case Management
Information System (CMIS)

Dexis Interactive LLC (Dexis), an international consulting company based in Washington, D.C., is currently implementing the USAID-funded Commercial Justice Activity in Kosovo. 

INSTRUCTIONS TO OFFERORS

With this RFP, The Commercial Justice Activity (Program), a USAID-funded activity implemented under contract awarded to Dexis Interactive LLC, It seeks to update two existing automated systems and  to develop one mobile application as described below. 

• The first system to be updated under this Scope of Work is the Enforcement Management System (EMS), a system developed by the Program that automates the enforcement process carried out by Private Enforcement Agents (PEAs) in Kosovo. The update will consist of connecting the EMS with the Case Management Information System (CMIS) operated by the Kosovo Judicial Council (KJC).
• The second system being updated is the Bank Account Registry (RLLB), which automates enforcement against bank accounts. The update will also consist of connecting the RLLB to the CMIS.
• The mobile application to be developed will provide additional functionality to the CMIS by providing parties in court cases with automated notification of certain events that take place in their court cases.

Detailed information will be provided in a Scope of Work (SOW – Annex B) for EMS and CMIS updates, which may be requested by the interested companies.

Interested companies should request the detailed Request for Proposal, SOW, and other Annexes by submitting in writing the request to: [email protected] . It is recommended to request the RFP package before the questions due date. Please state the RFP number, the name of company, Business Unique Identification Number, name, position and ID number of person requesting the documentation. 

Proposals must be received via email by November 08, 2024 at 15:00 CET. Offerors should send their proposals by email to the individuals identified in Section 3.3.1 of the RFP, inclusive of one (1) email with the Offeror’s technical proposal and a separate email with the Offeror’s cost proposal (10 MB limit per email). No cost information should be provided in the technical proposal. 

Late submissions and incomplete proposals will not be considered.

Dexis reserves the right not to award a subcontract to any Offeror.  All costs associated with submitting a proposal are the sole responsibility of the Offeror. Dexis will not pay any costs associated with the proposal.
