- General information on the project
Through the project “Strengthening Social Service Provision for the Most Vulnerable Groups in Kosovo in Response to Covid-19”, financed by European Union Office in Kosovo, Save the Children Kosova/o aims to contribute to an effective transformation of the social services system in Kosovo to improve quality and availability of the local social and community-based services for children and vulnerable people living at social risk. This will be achieved through three (3) components: Enhancing availability of and accessibility to social services; Strengthening the capacities to enhance the adequacy, effectiveness, efficiency, affordability and quality of the social services; and Awareness raising and advocacy.
- Objective
The current assignment is related to the support of cooperation of at least 46 Non-Governmental Organizations (NGOs) and the Center for Social Work (CSW) throughout Kosovo. Respectively, the consultancy will facilitate the process of establishment of a programme/protocol for mutual assistance of CSWs and NGOs social services providers to jointly deliver social services, to the most vulnerable groups in Kosovo, with a focus on rural and remote areas, respectively developed protocol will enable CSWs and NGOs, throughout Kosovo, on refering cases for services, delivering jointly services and following up with cases that are benefiting from one side
- Location and official travel involved
Contracted services are to be carried out in Kosovo, with field visits to eight targeted regions.
- Services the Supplier will provide
The selected local expert/company will be entitled to facilitate eight (8) workshops within targeted regions and develop a joint programme/protocol for the provision of services.
The workshops aim to support the cooperation and collaboration of service providers to jointly provide services through a developed protocol, where the responsibilities of each institution will be defined.
By the end of each workshop, service providers should:
- Understand the role and impact of jointly delivering services;
- Strengthen their approaches towards supporting girls, boys, women and men living in vulnerable situations;
- Be capable to define their roles in providing services (in cooperation with each other – NGO-CSW);
- Establish one joint programme for mutual assistance;
- Experience and skill set required
Save the Children Kosova/o is seeking a local expert / company, with the required expertise in the social services system in Kosovo.
Interested applicants should demonstrate the following competencies:
- A Master’s degree in the field of social science (PhD would be considered an asset);
- Proven extensive knowledge of social services delivered in Kosovo;
- Proven experience in the field of social and family services (would be an asset);
- Analytical skills to understand and explain complicated ideas and problems in a simple and understandable language;
- Expertise in facilitating processes with similar complexity;
- Ability to produce high-quality products on time;
- Excellent command of English and Albanian (written/spoken). Serbian would be an asset;
- Ability to produce well-written reports, in a reader-friendly format, demonstrating excellent analytical and communication skills.

For the selected expert to fulfil the timeline provided below, will be needed 18 working days.
Estimated Commencement Date: 27th of June 2022
Estimated End Date: 30th of September 2022
Status updates/reporting
The selected local expert/company should maintain ongoing communication with representatives of Save the Children Kosova/o during the entire period, additionally, coordination meetings will be facilitated with the support of Geographic Coordinators (operating throughout Kosovo) who will be entitled to supporting the process on each targeted region. Furthermore, the selected expert is entitled to coordinate the process with representatives of the Association of Centers for Social Work.

The assigned deliverables will be accepted by:
- Project Manager within 5 days of the delivery date
- General assumptions and dependencies
Save the Children Kosova/o within the project, ‘Strengthening social service provision for the most vulnerable groups in Kosovo, in response to COVID-19’ funded by European Union Office in Kosovo, foresees to provide capacity building trainings towards local Organizations in Kosovo. Additionally, within the consultancy, Save the Children Kosova/o besides its technical role during the consultancy, feedback on proposed approaches will be provided.
- Payment information
The Fees are inclusive of all costs, overheads and expenses, including travel, subsistence and accommodation.
Other important information
As a condition of entering into a consultancy agreement, the Company/individual(s) must sign the Save the Children International Child Safeguarding Policy and abide by the terms and conditions thereof.
