Compact Program Summary 

The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, signed a grant aimed at accelerating the country’s transition towards an energy future that is more sustainable, inclusive, reliable and affordable. The GoK has ratified the Compact and has designated a new entity as an autonomous agency to exercise and perform the GoK’s rights and obligations to oversee, manage and implement the Compact Programs. This entity will be referred to as MCA-Kosovo. 

The Compact program will be implemented within five years and consists of three projects 1) Energy Storage Project, 2) Just and Equitable Transition Acceleration Project, and 3) American Catalyst Facility for Development Project. 

Millenium Challenge Account – Kosovo is recruiting for the position of the Procurement Director. 

Position Summary 

The Procurement Director under the supervision of the Deputy Chief Executive Officer of Operations ensures that all procurement transactions are implemented in accordance with the Accountable Entity Procurement Policy and Guidelines (PPG)M, consolidates and oversees all procurement activities, and reports on the progress of these activities by using procurement tools such as the Procurement Implementation Plan (PIP) and Procurement Action Lead Time (PALT). The Procurement Director serves as the primary liaison between the Procurement Agent (PA), MCC and outside entities from a variety of specialized sectors on all procurement activities. The Procurement Director also facilitates the smooth interplay between and among all elements of the procurement process, inclusive of the key aspect of synchronizing the substance and process elements of procurement activities.  The position is based in Pristina, Kosovo. 

Duties and Responsibilities 

  1. Lead the overall Procurement unit of the MCA-K, including managing the Procurement Agent, and ensure that sufficient support is provided to the operational and programmatic functions of the Procurement unit to strengthen its ability to deliver on the targets of the Compact in accordance with the PPG. 
  2. Work in close coordination with other MCA-K Directors to ensure a well-functioning and collaborative environment, provide reports and technical expertise to the CEO as required. 
  3. Analyze MCA-K operational and programmatic needs and oversee the development of procurement plans that are consistent with the overall plans of the Compact and aligned to the needs of MCA-K. 
  4. Represent MCA-K as the primary procurement liaison in implementing the Compact program, including identifying initial procurement needs, organizing procurement operations and reviewing reports as necessary. 
  5. Develop and sustain the quality of the procurement policy and contract administration documents throughout the life of the compact and recommend any necessary changes or improvements to ensure all documents respond to the operational reality of MCA-K. 
  6. Lead procurement meetings with MCA K (and MCC as applicable) to report on all procurement related activities highlighting progress and challenges.
  7. Guide MCA-K in procurement and program staff and implementing entities on the PPG and reporting requirements to ensure compliance and transparency as well as Compact Requirements.  
  8. Monitor all planned and ongoing procurements through the use of the PIP, Procurement Plan (PP) and PALT, including works contracts, identify delayed procurements and provide recommendations when and as necessary. 
  9. Sustain quality delivery by reviewing procurement requests, quality of goods, and other relevant documentation to ensure compliance to established work plans, as well as MCC/MCA-K standards. 
  10. Provide technical expertise on MCA-K Procurements. 
  11. Ensure that the documents describing the objects of the procurements, including the scopes of work, statements of requirements, specifications, terms of reference, etc., are adequately prepared and finalized in a reasonable and balanced manner without being overly restrictive.  
  12. Review and approve all procurement related documents per the PPG before sending them for an MCC no objection.
  13. Work with the Procurement Agent to update the Procurement Operations Manual as necessary.
  14. Advise the CEO, MCA Board, and managers within the MCA on compliance with regulatory and legal requirements related to procurement, including the MCC PPG, to ensure the Compact’s compliance.
  15. Provide strategic direction and leadership of MCA-Kosovo procurement process, respectively manage MCA-Kosovo Procurement team and PA.

Required Knowledge and Skills 

  • Bachelor’s degree in Business Administration, Procurement, Law, Finance or related field required;
  • Minimum 7 years of relevant experience in senior positions leading a team in procurement of goods, works, and services required; 
  • Experience in drafting, reviewing, and approving procurement documents according to international standards;
  • Strong computer skills with office productivity applications (Word, Excel, PowerPoint, MS Project). 
  • Demonstrated ability to develop, follow, and document adherence to procurement and acquisition guidelines. 
  • Excellent communication and interpersonal skills and experience in working with high-level government officials and business executives. 
  • Superior organizational and time management skills.
  • Fluency in English and in another official language of Kosovo (Albanian or Serbian) is required. Proficiency in Albanian is preferred for candidates who speak Serbian, and vice versa.

Preferred background and work experience 

  • Master’s or other similar advanced degree;
  • Experience leading procurement teams and processes in the energy sector;
  • Formal professional certification in Procurement and/or relevant field;
  • Demonstrated sensitivity and adaptability regarding gender, cultural, nationality, and age considerations.
