This notice of invitation is launched by and according to the procedures of the Luxembourg Agency for Development Cooperation (Lux-Development), on behalf of Project KSV/017 receiving financial support from the governments of the Republic of Kosovo and of the Grand Duchy of Luxembourg.

1. Identification and financing of the Project/Programme
a) Title: Project KSV/017: Health Support Programme in Kosovo – Phase II
b) Source of financing: The Government of the Republic of Kosovo and the Government of the Grand Duchy of Luxembourg, as set out in the Project’s Bilateral Agreement and Kosovo’s Law No. 05/L-059, published in the Official Gazette of the Republic of Kosovo No. 36 / 21 December 2015.
c) Status of financing: Approved

  • Argon Plasma Unit

  • Folding patient stretcher
  • Intubation Set
  • Medical Gases Test Equipment and Commissioning Kit
  • Emergency Bags for ALS
  • Radial and femoral haemostatic compression medical devices (cuffs)
  • Haemostasis Suture Medicated Closure System

Lot 4 – Ophthalmology Equipment
o Phacoemulsification Machine

Grouping of lots: the combination of lots is possible at the time of award (a tenderer may be awarded several lots). To do so, the tenderer must meet the administrative and technical requirements of the lots.
Note: Tenderers applying for more than one lot may submit a single tender covering these lots, specifying unequivocally in the documents that require it the information specific to each of the lots concerned.

3. Eligibility and evaluation criteria
a) Origin: no restriction
b) Eligibility: companies satisfying the criteria included in the Statement of Good Standing and in the Ethics Clauses of the General Regulations (please be aware that companies which are not registered in Kosovo may need a local grouping member in order to execute the import or have to register in Kosovo. Project KSV/017 will not be able to support the registration in Kosovo and can in no way be held accountable for delays in the registration process)
c) Evaluation: the lowest administratively compliant and substantially technically compliant tender will be granted the contract
d) Variants: no variants will be considered

4. Location and timeframe
a) Location of the Project: Prishtina, Kosovo
b) Terms and place of delivery: DDP delivered and installed in Prizren (Kosovo) at the General Hospital of Prizren
c) Performance period of the Contract:
a. Lot 1 – 3 Months
b. Lot 2 – 3 Months
c. Lot 3 – 3 Months
d. Lot 4 – 3 Months

These performance periods are non-cumulative in case a tenderer is awarded more than one Lot.

d) Validity period of tenders: 90 days from the tender submission deadline

10 Guarantees
a) Tender Guarantee: as follows:
Lot 1 – 800.00 EUR
Lot 2 – 200.00 EUR
Lot 3 – 200.00 EUR
Lot 4 – 200.00 EUR

b) Performance Guarantee: 10% of the value of the Contract
c) Other Guarantees: see TD.

11 Payments
All eligible payments which are part of this Contract will be processed by Lux-Development on behalf of Project KSV/017.

13 Complementary or additional services
This Contract does not include any complementary or additional acquisition of goods. In the event where complementary or additional acquisition of goods would be required (initially not included), its value will be limited to a maximum of 50% of the initial value of the Contract.
