LuxDev, the Luxembourg Development Cooperation Agency launches a Call for Expression of Interest (CEOI) for the acquisition of services for Cybersecurity training programme for civil servants on behalf of project KSV/023 receiving financial support from the government of the Grand-Duchy of Luxembourg.

Economic operators that are invited to express their interest to o er the services mentioned above are specialised in Cybersecurity Training(s) Program.

Indicatively, economic operators will have to demonstrate their technical capacity and experience in:

• Cybersecurity expertise, including content development, training, and awareness programs aligned with GDPR, ISO 27001, and NIST standards.
• Development and delivery of online and hybrid training using Moodle or similar LMS platforms, including pre-assessment and examination.
• Multimedia production, including instructional video creation, animation, and interactive content design.
• Professional translation of technical content into English, Albanian, and Serbian.
• LMS content integration and system interoperability, including authentication automation and API integration.

The start of the contract is foreseen for May/June 2025 and for a duration of 6 months. Economic operators must be available for the entire period foreseen and willing to intervene in Prishtina, Republic of Kosovo. The maximum budget available for this contract is estimated at EUR 120,000 (all taxes excluded).

It is mandatory for interested economic operators to submit su icient documentation to respond to the selection criteria. The dossier, including the selection criteria and the application form, is available on request at the address given below.

The shortlist of candidates invited to submit a full o er will be established of a minimum three and maximum eight candidates evaluated as qualified and ranked, if necessary, against the selection criteria.
