1. Qeveria e Republikës së Kosovës (“Qeveria” ose “QK”) dhe Korporata e Sfidave të Mijëvjeçarit (“MCC”), një agjenci qeveritare e Shteteve të Bashkuara, ka nënshkruar një grant që synon uljen e varfërisë përmes rritjes ekonomike në Kosovë, me 15 Korrik 2022 në shumën prej 202,000,000 dollarë amerikanë (“Kompakti”) dhe një kontribut korrespondues nga Qeveria prej afërsisht 34,670,600 dollarë amerikanë.
2. Në varësi të termave dhe kushteve të Kompaktit, marrëveshjeve të lidhura me to, dhe disponueshmërisë së fondeve, Qeveria synon të përdorë një pjesë të fondeve të siguruara nëpërmjet Kompaktit për të financuar shërbimet e prokurimit profesional nga një individ (“Konsulentit Specialist te Prokurimit”) për të ndihmuar Qeverinë në zbatimin e programit të Kompaktit në një mënyrë transparente dhe të shëndoshë fiskale, të gjitha në përputhje me termat dhe kushtet e përcaktuara në një Marrëveshje për Konsulentët e Specialistëve të Prokurimit (“Marrëveshja e Konsulentit të Specialistit të Prokurimit”), një formë e së cilës i bashkëlidhet kësaj kërkese për Aplikimet (“RFA”) në Paragrafin VI.
3. MCC kërkon që të gjithë përfituesit e financimit të MCC-së, duke përfshirë subjektin e MCA-së dhe çdo aplikante, Ofertues, Furnizues, kontraktues, nënkontraktorë, konsulentë dhe nën-konsulentë sipas çdo kontrate të financuar nga MCC-ja, të respektojnë standardet më të larta të etikës gjatë prokurimit dhe ekzekutimit te kontratave të tilla. 4. MCA-Kosovë tani therret per aplikacione nga Konsulentët Individualë të kualifikuar (jo firmat) për të ofruar shërbimet e konsulencës si Konsulent Specialist i Prokurimit për të mbështetur zbatimin,  për të mbështetur operacionet e prokurimit për MCA-Kosovë.

5. Vendndodhja: Vendndodhja e caktimit te detyrës është zyrat e MCA-Kosovës në Prishtinë. Konsulentit do t’i sigurohet një tavolinë zyre në objektin e MCA-Kosovë.

Konsulentët Individualë do të zgjidhen sipas metodës së Përzgjedhjes së Konsulentëve Individualë (ICS) në përputhje me procedurat e përcaktuara në Udhëzimet e Prokurimit të Programit MCC, të cilat ofrohen në faqen e internetit të MCC (www.mcc.gov/ppg). Procesi i përzgjedhjes, siç përshkruhet, do të përfshijë një rishikim dhe verifikim të kualifikimeve dhe performancës së kaluar, duke përfshirë një kontroll referencë, përpara dhënies së kontratës.

1. The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, signed a grant aimed at poverty reduction through economic growth in Kosovo on July 15, 2022 in the amount of US $202,000,000 (the “Compact”) and a corresponding contribution from the Government of approximately US $34,670,600.

Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to fund professional procurement services from an individual (“Procurement Specialist Consultant”) to assist the Government with implementing the Compact program in a transparent and fiscally sound manner, all in accordance with the terms and conditions set forth in a Procurement Specialist Consultant Agreement (“Procurement Specialist Consultant Agreement”) a form of which is attached to this Request for Applications (“RFA”) in Section VI.
3. MCC requires that all beneficiaries of MCC Funding, including the MCA Entity and any applicants, Bidders, Suppliers, contractors, Subcontractors, consultants, and sub-consultants under any MCC-funded contracts, observe the highest standards of ethics during the procurement and execution of such contracts. 4. The MCA-Kosovo now invites Applications from eligible Individual Consultants (not firms) to provide the consultant services as Procurement Specialist Consultant to support the implementation to support procurement operations for the MCA-Kosovo.

5. Location: The location of the assignment is the MCA-Kosovo offices in Pristina. The Consultant shall be provided an office desk at the MCA-Kosovo facility.

Individual Consultants will be selected under the Individual Consultants Selection (ICS) method in accordance with the procedures set out in the MCC Program Procurement Guidelines which are provided on the MCC website (mcc.gov/ppg).
