Terms of Reference (ToR) for the position of Project Officer for National Support Service for EPALE

Terms of Reference: *

  1. Project Background:

EPALE (Electronic Platform for Adult Learning in Europe) is a multilingual online platform funded by the European Commission as part of its commitment to promoting adult learning across Europe. EPALE is a European, multilingual, open membership community of adult learning professionals, including adult educators and trainers, guidance and support staff, researchers and academics, and policymakers.

 EPALE is funded by the Erasmus+ programme. It is part of the European Union’s strategy to promote more and better learning opportunities for all adults. It does this by supporting and strengthening the adult learning professions. It enables members to connect with and learn from colleagues across Europe, through its blog posts, forums, the Partner Search tool, complemented with physical gatherings.

EPALE provides a wealth of high-quality, accurate information relevant for adult learning practitioners. Over time, more and more of this content should be provided by members themselves. EPALE has a strong editorial policy that also centres on the adult learning community. 

On a day-to-day basis, EPALE is managed by a Central Support Team with the help of 37 National Support Teams across Europe. EPALE NSS Kosovo aims to involve adult education community in Kosovo so that it gives they need to stay up-to-date with developments in adult learning across Europe.

In Kosovo the EPALE national support service is located in Kosovo Erasmus+ Office (KEO) and its activities are coordinated between KEO and the Ministry of Education Science Technology and Innovation (MESTI). The aim of the EPALE NSS Kosovo will be to promote EPALE platform to wider adult education community (target groups directly and indirectly involved in the adult education and to encourage users for active participation. Considering that this is the first year that Kosovo will join the EPALE community, priorities of the EPALE NSS Kosovo will be the following: 1) Raise awareness and promote the EPALE platform to wider adult education target groups, 2) encourage and motivate adult education teachers, professionals, policymakers, other relevant stakeholders, Erasmus+ staff and NSS to contribute to the platform content, 3) assist users to get primarily acquainted with the platform and learn how to use it, 4) actively contribute to the multilingual platform, 5) establish a national EPALE expert group as a professional and consultant body to the EPALE NSS Kosovo. The target groups which will be primarily addressed are adult learning teachers and professionals, policy makers, employment officers, counsellors, researchers, municipal authorities and teachers specialized in adult education. They will be targeted either directly or through different associations, networks. The main activities will be dedicated to promotion, raising awareness of the platform, motivation and activation of the EPALE platform and encouragement of users for active participation at the platform – uploading documentation and commenting on EPALE blogs and forums, casting their likes and votes for the most popular contents, resources. The majority of the activities will be in the form of EPALE platform presentations, its purpose and rationale, held at different events organized by the EPALE NSS Kosovo jointly with Ministry of Education Science Technology and Innovation (MESTI) and through different social media channels.

  1. Purpose of the Position:

We are looking for an enthusiastic and driven person at a junior level, with a strong digital background, to join the Kosovo Erasmus+ Office as the NSS for EPALE adult education sector of Erasmus+ programme. The Project Officer will support the effective implementation of the Electronic Platform for Adult Learning in Europe (EPALE) in Kosovo. The role includes engaging stakeholders, promoting the platform, supporting content creation, managing events, and contributing to the overall objectives of adult learning and lifelong education.

Key Responsibilities

  1. Stakeholder Engagement
    • Build and maintain relationships with adult learning stakeholders, including policymakers, educators, and organizations.
    • Promote and help to use EPALE to relevant communities and engage stakeholders in the platform’s activities.
  2. Content Development and Management
    • Facilitate the creation and upload of high-quality digital content for the EPALE platform, including blogs, articles, and multimedia.
    • Monitor platform usage and provide insights to improve engagement.
  3. Event Planning and Coordination
    • Organize and coordinate capacity-building workshops, webinars, and seminars on adult learning topics.
    • Represent EPALE Kosovo in national and regional meetings, conferences, and events.
  4. Communication and Promotion
    • Develop digital promotional materials and manage EPALE Kosovo’s presence on social media and other communication channels.
    • Ensure consistent branding and messaging in all communications.
  5. Monitoring and Reporting
    • Track project deliverables, timelines, and performance indicators.
    • Prepare periodic progress reports, including success stories and lessons learned.
  6. Administrative Support
    • Assist in administrative tasks related to project implementation.
    • Coordinate with EU Central Support Service CSS/EPALE central teams for updates, guidelines, and support.

Qualifications and Skills

  • Education: Bachelor’s degree in Education, Social Sciences, Project Management, or a related field. A Master’s degree is an asset.
  • Experience: Minimum 3-5 years of experience in project management, adult education, or similar roles.
  • Language Skills: Fluency in Albanian and English (both written and spoken).
  • Technical Skills:
    • Proficiency in Microsoft Office Suite, MS TEAMS is a must and online collaboration tools.
    • Experience with content management systems (CMS) and social media tools.
    • Experince in web design adnd multimedia tools is a plus.
  • Interpersonal Skills:
    • Strong organizational, communication, and team-working skills.
    • Ability to engage diverse stakeholders and facilitate meaningful collaboration.

Key Competencies

  • Knowledge of adult learning and lifelong education policies in Kosovo and the EU.
  • Familiarity with EPALE’s objectives and activities.
  • Strong digital, analytical and problem-solving skills.
  • Capacity to work independently and manage multiple tasks effectively.

Additional Notes

The position may require occasional travel within Kosovo and to EU countries. Candidates must be willing to work full time.
