Local Environmental and Social Expert at KfW’s Tirana Office

KfW Entwicklungsbank (KfW), one of the world’s leading bilateral development banks, is an integral part of KfW Bankengruppe. With a total global funding volume of 167 billion euros in 2022 we support the improvement of economic, social and environmental conditions worldwide. In the Western Balkans region KfW primarily supports projects in the renewable energy & energy efficiency and sustainable urban development. KfW works on behalf of the German Government and the EU Commission, helping to achieve the goals set by the German and EU Development Cooperation and strategically agreed with bilateral and regional partners.

The Environmental and Social (E&S) Specialist based at KfW’s Tirana office will be part of the Energy Division at the Department for Southeast Europe and Turkey and will be responsible for managing the E&S risks of a portfolio of energy and infrastructure projects in the region. The Specialist will work closely with the E&S Lead Specialist of the Department for Southeast Europe and Turkey based at the KfW’s headquarters as well as with KfW’s Competence Center for E&S Sustainability.The E&S Specialist’s tasks and responsibilities will include but not be limited to:

Project Acquisition and Implementation

  • Take an active role in KfW missions for project appraisal, progress control and completion, including preparation, attendance, and follow-up.
  • Closely collaborate with the portfolio managers, technical experts, portfolio coordinators in the local offices as well as the E&S Lead specialist in the selection of qualified consultants, including preparing and maintaining a list of potential qualified companies and individual experts as well as preparing Terms of References.
  • Serve as a local point of contact for Project Executing Authorities regarding ESHS matters and provide support on public and stakeholder engagement activities. Provide advice to PEA and project team on how to harmonize / develop E&S standards towards EU requirements. Closely collaborate with portfolio coordinators in the local offices.
  • Support projects with moderate E&S risks along the entire project cycle from screening to categorization, preparation, and implementation, including gathering information on-site as well as through the local press and social media.
  • Have a deep understanding and keep close communication with the respective relevant local stakeholders that are involved in E&S aspects relating to projects.
  • Organize E&S workshops and trainings for Project Executing Authorities and other relevant stakeholders
  • Handle complaints from Grievance Mechanisms of Projects as well as KfW’s General Grievance Mechanism in close cooperation with the responsible Portfolio Manager, the E&S Lead Expert for the Region and KfW’s Competence Center for E&S Sustainability at the Headquarters in Frankfur
  • Follow up of Incident Reporting from project in close cooperation with the responsible Portfolio Manager and the E&S Lead Expert for the Region and KfW’s KfW’s Competence Center for E&S Sustainability at the Headquarters in Frankfurt.

Screening Southeast Europe E&S Issues

  • Follow the local press and social media with a focus on E&S issues that might impact KfW Projects and/or Partners.
  • Summarize E&S related regulatory developments in Southeast Europe and inform KfW’s internal E&S network.
  • Network with other international financing institutions and other development agencies active in Southeast Europe on E&S matters.

Professional Development

  • Play an active part in KfW’s internal E&S network, e.g., by attending Jour fixes and the USSV Retreat and other networking events
  • Attend KfW’s onboarding seminars and professional development trainings, especially those dealing with E&S issues

Requirements

  •  University degree or Master’s degree in natural, environmental, social or engineering sciences with proven professional experience in assessing and managing E&S risks
  • Expert knowledge and at least 5 years of practical experience elaborating and/or implementing environmental and social impact assessment or E&S due diligence and at least 3 years applying international E&S standards and assessment benchmarks (especially those of the World Bank Group: E&S Standards, IFC Performance Standards, EHS Guidelines), preferentially in energy projects. Specific experience managing biodiversity impacts and resettlement process is an advantage.
  • Familiarity with public procurement procedures and FIDIC contracts would be an asset.
  • Experience in working with international financial institutions and/or EU is an advantage.
  • Strong and proven analytical and quantitative skills.
  • Excellent organizational skills and ability to manage / follow-up complex administrative processes.
  • Highest level of integrity.
  • Good communication, cooperation, assertiveness skills and problem-solving mindset.
  • Ability to work in a team.
  • Willingness to travel within Southeast Europe and to Germany.
  • Very good knowledge of Albanian and English. Knowledge of Serbo-Croatian and/or German is an advantage.

Onboarding

The E&S specialist’s will receive a comprehensive on-boarding process with focus on:

  • Familiarization with the energy and infrastructure portfolio of the department.
  • Learning about KfW’s products and internal processes used to manage E&S issues along the project cycle.
  • Networking with E&S colleagues at KfW.
