The Agriculture and Rural Development Project (ARDP) is implemented by the MAFRD through an IDA loan agreement with the Government of Kosovo to help the MAFRD in improving institutional capacity and to help improve productivity of and access to markets by project beneficiaries in the horticulture and livestock subsectors of Kosovo. In this regard the aim is to assist the Government of Kosovo in its efforts towards programming and implementing the Rural Development Grant Program and develop institutional capacity towards the European Union’s IPARD requirements.

To ensure effective preparation and implementation of the RDGP, the MAFRD is seeking Consultants in the following positions bellow to fulfill its vacancies within the Agriculture and Development Agency according to the Financing Agreement 60170-XK;

1. Payment authorization officer (grade 7)                                         4 positions
2. Legal officer (grade 7)                                                                        2 positions
3. Technical Inspector (grade 8)                                                             4 positions
4. Project Approval Officer (grade 7)                                                     4 positions
5. Regional Officer (grade 7)                                                                  6 positions

The Ministry of Agriculture, Forestry and Rural Development now invites eligible candidates to indicate their interest in providing the Services for any of the positions bellow.

Selection of Consultants will be conducted in accordance with the Individual Consultant (IC) method set out inWorld Bank’s Guidelines:Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 (“Consultant Guidelines”)

JOB DESCRIPTION – Legal Officer

5.  Department – Directorate: Directorate of General Administration – ADA
6. Division / Unit: Legal sector
7. Reports to: Head of legal sector
8. Location: HQ- Prishtina main office
9.  Scope of work:

• Provision of professional services and advice in the field of drafting policies and legislation from the scope of the institution
• Offers assistance in drafting primary and secondary legislation from the scope of the institution.

10. Main tasks:

• Drafts normative acts as well as other legal acts that derive from the field the activity of the institution on the basis of procedures determined under the legislation in force. 15%
• Ensures compliance of draft laws and other sub-legal acts with applicable legislation in Kosovo. 15%
• Ensures that the contents and forms of the normative act are as accurate in both linguistic and technical aspects and are identical in official languages. 15%
• Implements the accreditation package. 15%
• On request and according to the highest level guidelines  gives legal opinions and draft resolutions, decisions and other draft acts. 15%
• Cooperates and communicate with other units within and outside the institution for activities related to the field of legislation. 10%
• Performs research and analysis of information on topics set by the supervisor and identifies options or issues for review. 10%
• Performs other jobs according to the instructions of supervisor. 5%

11.  Requirements (qualifications, experiences and other skills and abilities required for this job)

Mandatory requirements

• University Degree: Law;
• Work Experience: Minimum 2 years of relevant professional experience;

General requirements

• Good knowledge of relevant legislation, concepts, principles and standards;
• Good knowledge of spoken and written English;
• Good knowledge in the field of legislation and drafting of legal acts;
• Knowledge of applicable laws and regulations;
• Research, analytical, evaluation skills and formulation of recommendations and  professional advice;
• Computer literate and the ability to effectively use Windows Operating System and the Microsoft Office Suite: Word, Excel, Access, and PowerPoint, and other specific on-job software;
• Very good communication and teamwork skills;
• Flexible and able to handle new situations.
