The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH International Services, in  consortium with Ernst & Young Law Partnership and EIPP, is currently implementing the EU funded project  “Technical Assistance to support the implementation of Public Finance Management Reforms in Kosovo”,  for which GIZ InS is seeking to fill the position of: 

Junior Communication Specialist 

(For a limited duration until 30th of November 2024) 

The overall purpose of the post 

Through the department of GIZ International Services (GIZ InS), technical assistance is provided for clients  other than the German Government, including development banks, international financiers and institutions,  and beneficiary public administrations. 

The Junior Communication Specialist will support the Team Leader in strategically directing communications  within the country, ensuring seamless communication flow between the project, EU, and GIZ offices.  Responsibilities will include developing and implementing project communication activities and public relations  initiatives. 

Main tasks and responsibilities 

The Junior Communication Specialist: 

  • supports the Team Leader with strategic direction of communication in the country, through presenting  a consistent project image and communicating project content to the general public;
  •  ensures effective communication and flow of information within the project and with the EU and GIZ  offices;  
  • develops activities for project communication and PR (social media and internal communication) and  contributes to the project’s knowledge management;  
  • implements activities envisaged under the Visibility and Communication Plan;  
  • prepares short reports after all workshops, conferences and other project events as well as posts them  in Facebook page and/or any other relevant social media;  
  • supports the planning, delivery and post-processing of workshops, conferences and training events;
  • assures the quality of articles of the project (e.g. publications, press conferences, posts in social media,  etc.); 
  • provides administrative and organizational support, such as translation and preparation/ documentation  of meetings;  
  • coordinates cooperation with external communication service providers (e.g. appraisers, agencies,  photographers, trainers, copywriters); 
  • coordinates and possibly implements communication work (including planning communication budget  – quantity, formal and material quality, impact); 
  • supports the Team Leader and the project team in general project related duties.

The Junior Communication Specialist will be responsible for the following tasks: 

  • as/when needed, establishes and maintains contact with national media; 
  • monitors the media in relation to the project’s scope of activities.  
  • helps develop suitable communication tools for PR work;  
  • manages the appropriate coordination processes to produce publications and materials in accordance  with EU and GIZ standards (corporate design, standards for content);  
  • participates in organising events; 
  • helps updating the project Facebook page; 
  • develops suitable communication instruments for PR (e.g. project brochures, fact sheets, advertising  material, PowerPoint presentations, newsletters, etc.); 
  • organises project events; 
  • passes on information and supports dialogue between the project office, non-key experts, and the EU  Office in Kosovo; 
  • develops and supports appropriate communication instruments (e.g. emails, internal newsletters,  internal events); 
  • performs other duties and tasks at the request of the Project Team Leader and Key Expert on Public  Procurement.  

The above tasks are indicative and may be adjusted according to the needs of the project. 

Required qualifications, competencies and experience 

Qualifications 

  • Degree in Public Relations, Communications, Marketing, Journalism, ICT, or relevant fields. 

Professional experience 

  • A minimum of 2 years of relevant professional experience in the field of communication (media and  PR work, journalism, internal communication or lobbying or similar). 
  • Experience in the context of EU-funded service contract projects preferred and is considered an  advantage. 

Other knowledge, additional competences 

  • Strong communication skills and well-organized; 
  • Excellent knowledge of one of the local languages and English;  
  • Preferably familiar with the Communication and Visibility Manual for EU External Action;
  • Strong writing skills, as well as a solid understanding of social media;  
  • Knowledge of DTP or graphics applications; 
  • Excellent working knowledge of ITC technologies (related software, phone, fax, email, the internet)  and computer applications (e.g. MS Office); experience of website updating/editing would be an asset;
  • Experience in project and/or event management; 
  • Pro-active attitude towards work and strong motivation to take on new challenges.
