Human Resources Manager

Tactica is growing, and we are looking for an experienced Human Resources Manager who possesses great leadership and initiative to help Tactica make the next leap forward with our team and culture. The ideal candidate has seen HR at a rapidly scaling organization and helped implement foundational policies. They would now be looking to leverage that experience to step-up Tactica’s operations, while stretching into more strategic areas like culture building, performance management, leadership development, and improving staff communication.


  • Act as the company’s main point of contact for all HR related policies and procedures
  • Own day-to-day HR operations such as headhunting, training, staff communication, onboarding, retention, offboarding
  • Implement and administer company policies, practices, programs, trainings, processes, and procedures
  • Manage system records and payroll, and preparing reports as needed; manage payroll and perform pay and time and attendance functions
  • Maintain company organization charts, reports, and databases, conduct periodic audits of HR files and records, and maintain required employment and similar postings.
  • Implement projects that automate HR processes
  • Supervise other Human Resources staff, providing training, coaching, and professional development support.
  • Managing the hiring and headhunting process for new vacancies and forecasting hiring needs
  • Plan, develop, and implement an innovative and effective recruitment strategy
  • Stay active with current job boards, social networks, and platforms to find top talent
  • Collaborate with the leadership team to understand their team’s talent needs, create employee hiring forecasts, develop a tailored sourcing strategy, provide advice and implement the plans to assess and hire top talent
  • Implement regular activities that foster a positive, supportive and productive culture within the organization.
  • Develop sustainable performance management and compensation strategies
  • Design, plan and implement of culture initiatives, HR programs, and policies including leadership programs and employee appreciation activities
  • Be a proactive ambassador for diversity, equity, and inclusion efforts in all things we do


  • 3+ years of experience working in dynamic HR roles
  • Degree in HR, Psychology, Management, or similar
  • Extensive experience managing human resources of fast-growing, startup-like companies (tech, creative, marketing industries)
  • Proficient in English and Albanian
  • Flexibility and a willingness to work with rapidly shifting priorities and multiple hiring needs
  • Strong communication (written/verbal) and influencing skills across all levels of an organization
  • Excellent organizational, communication, and follow-through skills at all managerial levels
  • Excellent internal staff management skills, including active listening, influencing, coaching, and ability to drive cross-functional accountability
  • Knowledge of labor law
  • Proficient in the use of social media and job boards
