Job Summary

Democracy International (DI) is seeking to hire two Governance Officers for the United States Agency for International Development (USAID) Social Contract Activity in Kosovo. This role will provide overall management guidance and technical direction to the governance elements of the program.

The purpose of this new USAID/Kosovo activity is to introduce sustainable practices for public participation in order to improve Kosovo citizens’ quality of life and strengthen their partnership with the municipal government. This is a full-time, two year position through August, 2025, to be based in Pristina, Kosovo with some local travel in activity target municipalities. This position is only open to citizens of Kosovo.

Essential Job Duties

The Governance Officer will be responsible for the following: 

  • Serve as chief liaison to municipal government actors;

  • Carry out activities to support local government officials in engaging communities in community dialogue;

  • Advise local government in improving public participation practices;

  • Provide overall management guidance and technical direction to the governance elements of the program;

  • Liaise with partners and grantees supporting community organization and mobilization;

  • Provide technical guidance to ensure the sustainability and local leadership and ownership of public participation mechanisms and government initiatives;

  • Support the Chief of Party (COP), along with the Deputy COP and the Senior Governance Advisor, to oversee and manage the Program, Operations, and Learning Teams;

  • Provide technical inputs and support the development of deliverables;

  • Ensure technical excellence;

  • Assist with data gathering and analysis during assessments.

Qualifications

  • Master’s degree, preferably in International Relations, Political Science or a related subject;

  • A minimum of ten (10) years of practical relevant work experience in governance, organizing and development;

  • Experience working for USAID projects preferred;

  • Experience supporting governance development in complex political environments or closing democratic space, and knowledge and experience in Kosovo and Southeast Europe preferred;

  • Excellent interpersonal skills with the ability to cultivate professional relationships with senior politicians;

  • Experience conducting trainings with political party leaders and government officials.

Reporting

  • This position reports to the Senior Governance Advisor and Deputy Chief of Party.

  • Direct reports may include Program Manager, Deputy Director of Program Management
