Communication Specialist 

The overall purpose of the post

German Government, through GIZ Kosovo, has been active in the country for more than 20 years, contributing to the development of Kosovo institutions and its society.  GIZ’s objective is to contribute to the improvement of citizen’s lives and welfare. In this sense, GIZ has been present through different projects contributing to the 5 pillars of the Green Agenda.  

By signing the Sofia Declaration on the Green Agenda for the Western Balkans as part of the “Berlin Process” in November 2020, Western Balkans countries have pledged to follow the European Union in its decarbonisation path towards a carbon-neutral economy by 2050. Alongside other commitments, the Kosovo Government has taken many actions regarding the implementation of the commitments deriving from the Sofia Declaration, signed by the Western Balkans Countries in 2020. The adaptation of the legal framework is a work in process, while incentives to accelerate the decarbonization of the economy have been taking place, contributing this way to the awareness raising of the population.  

Recognizing all the work that has been done and the challenges that Kosovo faces related to climate change, it is crucial to have an informed community, citizens, that are aware of the impact of climate change and their place in all of this.  The objective of the position “Communication Specialist Green Agenda” is to ensure this on behalf of GIZ.

Main tasks and responsibilities:

The Communication Specialist will be responsible for:

Strategic coordination

  • Responsible for awareness raising, PR and communication in the field of Green Agenda for the Western Balkans and climate change (Green topics), which goes beyond GIZ Kosovo’s work and its particular projects
  • Supports several Team Leaders and the Country Director with strategic direction of communication in the country, through presenting Green topics to the public and assuring that GIZ is perceived as a strong voice in the field
  • Sets up and manages an awareness-raising campaign by incorporating the input from projects, German Embassy as well as donors, and manages the service provider who implements the campaign
  • Ensures effective communication and flow of information within the projects, GIZ offices and with the different donors.

Communication and PR

  • Develops activities for communication and PR (intranet, website, social media, and internal communication) and contributes to the knowledge management of all projects that work on Green topics
  • Develops a Visibility and Communication Plan on Green topics with clear actions and expected impact that goes beyond the awareness-raising campaign
  • Supports the planning, delivery and post-processing of communication-related workshops and conferences
  • Writes articles and any sort of written content for different formats on his/her own (e.g. publications, press conferences, the internet etc.) stemming from his/her deep understanding of the work of the projects and Green topics.

Networking

  • Keeps him/herself informed on the newest developments in Green topics in the country, in the region, in Germany and on EU-level
  • Sets up a network of potential speakers, influencers, cooperation partners and others on Green topics from both Government, NGO, research and business
  • Coordinates cooperation with external communication service providers (e.g. appraisers, agencies, photographers, trainers, copywriters) and assures timely implementation of contracts.

Project Management

  • Coordinates and implements communication work (including planning communication budget – quantity, formal and material quality, impact)
  • Supports the Team Leaders and the project teams in general project-related duties
  • Performs other duties and tasks at the request of the supervisor. 

Required qualifications, competencies and experience

Qualifications

  • Degree in Public Relations, Communications, Marketing, Journalism, or relevant fields. 

Professional experience

  • A minimum of 3 years of relevant professional experience in the field of communication (media and PR work, journalism, internal communication, lobbying or similar). 
  • Experience in setting up and managing an awareness-raising campaign.

Other knowledge, additional competences

  • Strong communication skills and well-organized
  • Excellent knowledge of one of the local languages and English; German will be an asset 
  • Experience and good knowledge of Green topics 
  • Strong writing skills, as well as a solid understanding of social media 
  • Knowledge of DTP or graphics applications
  • Excellent working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office); experience in website updating/editing would be an asset
  • Experience in project and/or event management
  • Pro-active attitude towards work and strong motivation to take on new challenges.
