Chief of Party, USAID Kosovo Cooperation Activity
About the Position
Dexis is recruiting for an experienced Chief of Party (COP) for the anticipated five-year Kosovo Cooperation Activity. The anticipated Activity is expected to address attitudes and behaviors of individuals and institutions to build consensus around a shared future in a multiethnic state. The Chief of Party is responsible for overall leadership and technical direction of the project and coordination with key counterparts, ensuring an integrated vision among different activities and stakeholders, with a focus on achieving the overall objective and deliverables defined in the scope of the contract.
Responsibilities

  • Providing technical leadership, administrative oversight, and direction for all programmatic and administrative issues;
  • Serving as lead supervisor of project personnel, short-term experts, subcontractors, and grantees to achieve project objectives in a timely manner;
  • Providing technical support to the team across all operational and programmatic areas;
  • Serving as Dexis’ point of contact for USAID/Kosovo, Government of Kosovo institutions, other implementing partners, and other key stakeholders as well as maintaining effective relationships civil society actors.
  • Leading the development and submission of project deliverables, such as reports, annual work plans, and other items as specified by the contract;
  • Oversee monitoring and evaluation of activities, meeting targets, and adapting activities as needed to achieve program outcomes;
  • Ensuring programming and grant-making adheres to USAID rules and regulations as well as Dexis’ policies and procedures;
  • Oversee the grant making process, ensuring compliance with Dexis’ policies and USAID’s regulations.
  • Fostering a collaborative, team-oriented environment that actively solicits inputs from team members and provides opportunities for growth.

Qualifications 

  • A bachelor’s degree with a minimum of 15 years of experience related to conflict and peacebuilding, governance, or related areas.
  • Experience with strategic communications, media, youth engagement.
  • At least three (3) years of senior leadership and supervisory experience, previous experience as a USAID COP strongly preferred.
  • Previous successful representational experience with donors, international NGOS, and all levels of host governments and communities.
  • Experience in promoting the equity and inclusion of women, youth, and other marginalized groups.
  • Previous successful representational experience with donors and all levels of host governments, civil society, and communities
  • Excellent interpersonal and intercultural skills with demonstrated ability to lead and work effectively with a wide range of staff and stakeholders. 
  • Ability to travel throughout Kosovo to oversee program activities and engage with communities.
  • Professional proficiency in oral and written English.

Preferred Qualifications

  • Master’s degree in a relevant field.
  • Proficiency in local languages.
  • Previous working experience in Kosovo.
