Chief of Party, Kosovo Climate Smart Initiatives Activity

Overview: DT Global is seeking a long-term Chief of Party for the anticipated U.S. Agency for International Development (USAID)-funded Kosovo Climate Smart Initiatives Activity (KCSIA). KCSIA will increase public and private sector awareness and demand for climate smart initiatives and improve Kosovo’s capacity to adopt and implement policies that support climate change mitigation and adaptation. This innovative program will feature four objectives:

  • Identify obstacles and opportunities to climate change mitigation and adaptation, including adaptation strategies, information on costs and barriers, new climate smart technologies, and required policy and institutional responses
  • Raise awareness and take action to mitigate climate change and adapt to its impactswith solutions, policy changes, and incentives
  • Enable stakeholders to support, promote, and lead climate smart policies and initiatives and support the development of relevant policies, plans, investments, and public-private sector coordination
  • Establish incentives that encourage stakeholders to address the effects of climate changesuch as financial incentives, awards, recognition, and partnerships

USAID anticipates issuing a request for proposals for KCSIA in September 2022 and awarding a contract for the implementation of this program in January 2023. This five-year position is based in Pristina, Kosovo, and is contingent on contract award.

Tasks and Responsibilities:

  • Hold ultimate responsibility for the quality, results, and sustainability of the KCSIA program, while ensuring effective financial and operational management in compliance with DT Global and USAID requirements
  • Manage and motivate a diverse team of technical experts in designing, planning, and executing KCSIA’s work plan to achieve long-term, sustainable results
  • Support a team of program management experts to establish effective monitoring, evaluation, and learning systems and processes, and ensure that KCSIA serves as a model for adaptive management, continuous learning, and innovation
  • Champion DT Global’s team of national and international partners for the KCSIA program, continuously assess their strengths and weaknesses, help build capacity where needed, and ensure the meaningful participation and successful contribution of team members to achieving KCSIA’s objectives
  • Represent DT Global and KCSIA in high-level engagements with stakeholders, including the national, municipal, and local government representatives, USAID, the private sector, civil society, and regional donors
  • Build the capacity of national staff, technical experts, and partners to lead USAID programs in the future

Education & Minimum Qualifications: 

  • Experience as a manager of managers, successfully leading team leaders to deliver long-term technical assistance programs in climate change mitigation and adaptation or sustainable economic development
  • Demonstrated ability to effectively engage key senior stakeholders, including ministers, agency heads, and C-suite executives, to achieve program objectives
  • Ability to effectively partner with donor technical and management representatives to support program design, implementation, and effectiveness
  • Advanced degree in a relevant field or equivalent professional experience
  • Availability to relocate to Kosovo in January 2023
