Call for Experts 

Introduction

IPKO Foundation (IF) is a non-profit organization dedicated to fostering technological innovation and empowering the next generation of leaders in Kosovo. Established over two decades ago, IF has played a crucial role in the social and economic development of Kosovo by leveraging technology to address local and national challenges. Recognized for its creativity, competence, responsibility, and collaborative spirit, IF is a trusted partner in creating sustainable solutions that span across public institutions, the private sector, and non-governmental entities. Over the last 25 years, IF has empowered thousands of young people through its programs equipping them with digital skills and entrepreneurial abilities, enhancing their employability, and fostering a culture of innovation. 

IF is seeking to establish a roster of experts in key areas to support its mission of fostering technological innovation, digital transformation, and empowering young leaders in Kosovo for its upcoming projects within 2024 – 2027. 

As a non-profit dedicated to creating sustainable solutions through technology, we are inviting experts to join our roster and contribute to various initiatives and projects in Kosovo.

We are specifically looking for experts in the following fields:

• Artificial Intelligence (AI) Experts
• Provide expertise on AI systems, development, and implementation for IF’s initiatives in education, youth development, and innovation.
• Cybersecurity Experts
• Offer support in developing and implementing security protocols, risk management, and safeguarding digital infrastructures.
• Digitalization Experts
• Guide the digital transformation of services, focusing on e-services, automation, and efficiency improvements.
• Innovation and Entrepreneurship Experts
• Mentor and support entrepreneurs, especially youth, through workshops and programs that enhance their innovation capacities and market readiness.
• Advocacy and Policy Experts
• Advise and contribute to policy development, ensuring that Kosovo’s youth are part of a digital future that promotes inclusivity, innovation, and social justice.
• Financial Literacy Experts
• Design and deliver training to enhance financial knowledge and decision-making among youth and startup communities.
• Mentors 
• Lead, advice and support youth to contribute towards women empowerment gender equality, combating gender based violence, advocacy, human rights and digitalization.

Eligibility Criteria:

• A university degree in fields relevant to the assignment.
• Minimum of 5 years of relevant professional experience in one or more of the listed fields for experts.
• Minimum of 3 years of relevant professional experience in one or more of the listed fields for mentors.
• Experience working with youth, marginalized communities, or in the non-profit sector is highly desirable.
• Excellent communication and collaboration skills.
• Fluency in written and spoken Albanian and English is required (Serbian is a plus)
• Ability to provide high-quality advisory, mentorship, and training services.
• High levels of independence, integrity, and impartiality in professional conduct.
• Ability to manage workloads, meet deadlines, and adapt to changing circumstances.
• Commitment to upholding ethics and integrity in all professional interactions.
• Sensitivity to cultural, gender, and nationality considerations.

Responsibilities:

Experts in the roster will have the opportunity to:

• Provide consultation on projects and initiatives across Kosovo.
• Conduct trainings and workshops aimed at building capacity in targeted areas.
• Participate in research and development of cutting-edge solutions related to digital transformation and innovation.
• Cooperate with local and international stakeholders to advance Kosovo’s digital ecosystem.
• Mentor young innovators and aspiring entrepreneurs.
