Quality Infrastructure

 The overall purpose of the post

 The Open Regional Fund South East Europe – Foreign Trade (ORF FT) aims to support the implementation of the trade and competitiveness reform agenda in the signatory countries of the Central European Free Trade Agreement (CEFTA) in line with the requirements of the EU approximation process. The focus is on the implementation of the commitments set out in the “Berlin Process” to establish a common regional market in the Western Balkans.

The component of the fund which deals with the topic of quality infrastructure aims to improve the quality infrastructure system in accordance with the requirements of the Acquis Communautaire (EU Acquis). The mutual recognition of conformity assessment certificates facilitates trade for selected production areas and strengthens relevant institutions, especially those responsible for market surveillance.

Main task and responsibilities

The person in this position is responsible for:

  • Independent management of one area of work (advising the public sector on improving the quality infrastructure within the EU co-financing measure) within the project objectives with a high degree of self-responsibility in the choice of procedures and methods
  • professional processing and further development of the work area for which responsibility has been taken, and in accordance with the established standards
  • maintaining good communication and good flow of information with all actors inside and outside the GIZ
  • professional counseling and cooperation with target groups
  • professional responsibility for project activities aimed at improving and harmonizing the regulatory framework conditions for quality infrastructure in the region

Tasks:

All these tasks are carried out in close agreement with the component manager.

Professional tasks:

  • Coordination and cooperation with project partners and external service providers in order to implement project activities;
  • Advising relevant ministries and public bodies in order to improve the framework conditions for quality infrastructure in the region;
  • Leadership in the preparation of the content of expert group meetings, but also training and development measures;
  • Coordination and quality assurance of work performed by external service providers and experts;
  • Management of coordination and communication within the network of market surveillance authorities;
  • Holding national and regional events with the aim of communicating and establishing dialogue with representatives of ministries, authorities and companies on the topic of quality infrastructure;
  • Official interlocutor (Focal Point) for communication and maintaining contacts between the project and relevant experts from ministries and public authorities;
  • Coordination with other international cooperation projects;
  • Providing support to the component manager regarding interdisciplinary and managerial tasks of the component, such as project planning, reporting, impact monitoring or knowledge management;

General tasks:

  • Taking over the entrusted components of the project tasks;
  • Regular coordination with the component manager on project activities;
  • Providing support for organizational and management affairs;
  • Participation in the development, planning and implementation of project activities;
  • Providing support to the project manager regarding the synchronization of the planning and budgeting system;
  • Monitoring of project activities and results;
  • Making presentations;
  • Development of quality assurance measures (proposals on necessary changes, improvements and initiatives);
  • Coordination of relevant project activities in cooperation with partners both in terms of organizational preparation and implementation of these activities;
  • Participation in documenting and reporting on the results of project activities;
  • Planning, coordination and management of consulting missions;
  • Providing professional support to domestic and international experts;
  • Participation or independent organization, implementation, conducting and documenting of seminars, trainings, workshops, conferences and other project activities;
  • Establishing and maintaining contacts with all important project partners;
  • Providing support in determining the needs of (potential) project partners;
  • Professional counseling of project partners (eg when drafting project proposals);
  • Participation in the exchange of information with other donor organizations relevant to the project, as well as planning and implementation of joint activities;
  • Active participation in professional forums, seminars, conferences and other events in relevant professional fields;
  • Support in designing PR activities, as well as independent design by order of the immediate supervisor;
  • Providing support to the project manager in cash planning as well as in monitoring the monthly project budget (FIMO values);
  • Preparation of the necessary documents for drafting contracts on financing and local donations, as well as contracts with companies and local experts, compiling job descriptions (TOR), collecting bids, as well as negotiating the terms of the contract;
  • Registration and archiving of documents in accordance with the GIZ disposal system (appropriate marking of the registrar, disposal in the DMS system, etc.);
  • Travel within the region for the implementation of project activities;
  • Performing other assigned tasks.

The tasks described above are performed in accordance with the rules and regulations of the GIZ. The equipment and documentation are treated in accordance with the principle of conscientious business. Working communication takes place efficiently and in accordance with the function.

Required qualifications, competencies and experience

Qualification

  • University degree, graduated from the Faculty of Law, Economics, Engineering or some comparable field of study

Professional experience

  • At least 4 years of work experience in planning and coordinating similar projects aimed at change with representatives of ministries, public bodies or comparable institutions and networks, especially those whose work is focused on Southeast Europe and / or the European Union

Other knowledge, additional competences

  • Excellent oral and written knowledge of English, in addition, knowledge of German is an advantage
  • Excellent computer skills and use of MS Windows and MS Office software packages (primarily Word, Excel and Power Point)
  • Substantiated expertise on EU conditions for approximation of the region to the acquis communautaire in the field of free movement of goods (Chapter 1 of the acquis communautaire)
  • A good understanding of the ways and procedures of the conformity assessment body and the market surveillance authority is advantageous
  • In-depth knowledge of EU product regulations, especially for electrical products and machines / devices, is an advantage
  • Knowledge of CEFTA structures and EU institutions as well as relevant mechanisms is an advantage
  • Experience in leading (moderating) analog and digital processes of participation and dialogue
  • Experience in managing international / regional networks is an advantage
  • Distinctive representativeness and communicativeness, diplomatic skills of mediation in politically sensitive situations
  • Distinctive managerial competence with relevant experience
  • Own initiative and constructive thinking
  • Strategic-conceptual thinking and acting
  • Distinct organizational competence
  • Readiness for regular business trips (abroad)
  • Further training in accordance with the needs of the field of work. Appropriate measures are in accordance with the immediate superior.
