Compact Program Summary
The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, signed a grant aimed at accelerating the country’s transition towards an energy future that is more sustainable, inclusive, reliable and affordable. The GoK has ratified the compact and has designated a new entity as an autonomous agency to exercise and perform the GoK’s rights and obligations to oversee, manage and implement the Compact Programs. This entity will be referred to as MCA-Kosovo.
The Compact program will be implemented within five years and consists of three projects 1) Energy Storage Project, 2) Just and Equitable Transition Acceleration Project, and 3) American Catalyst Facility for Development Project.
Millenium Challenge Account – Kosovo is recruiting for the position of the Infrastructure Specialist for the JETA Project.
Position Summary
Under the supervision of the JETA Project Director, the Infrastructure Specialist will be responsible for providing expert support to MCA-Kosovo staff and the JETA Project’s partners. The Infrastructure Specialist will oversee the design/development stage and manage the work of contractors responsible for rehabilitating infrastructure that will house new TVET programs being created by the project. This Specialist will also review all furniture and equipment requirements to ensure they align with infrastructure designs and works. planned under the JETA Project.
Duties and Responsibilities
- Provide technical support, oversight, advice, and guidance on all infrastructure components of the JETA Project undertaken by MCA-Kosovo, including the implementing partner/university, other stakeholders and design and engineering personnel.
- Perform a variety of assignments associated with the management and oversight of the design, development, and implementation of MCA-Kosovo infrastructure components of the JETA Project, including review of all surveys, field investigations, design submissions, drawings, specifications, as well as recommending changes needed to provide more cost-effective solutions.
- Manage and monitor infrastructure components of the JETA Project, including project implementation plans, project scheduling, budgeting, change management, contract administration, facility requirement, and staffing schedules.
- Review equipment and furniture requirements identified by the project design and implementation consultant to ensure that infrastructure investments are appropriate for the equipment and furniture required
- Develop budgets, draft scopes of work, serve on evaluation panels, issue technical directives, review and accept consultants’ deliverables including Interim Payment Certificates.
- Ensure that work methods as proposed by the contractor and approved by the Design and Supervision Engineer are compliant with MCA-Kosovo Gender and Social Integration Policy and Environmental, Social and Health & Safety Policy.
- Monitor contract obligations related to claims and variations, including price increases and change management process.
- Collaborate with other MCC and MCA-Kosovo colleagues, as necessary and in compliance with MCC and MCA-Kosovo policies and requirements.
- Undertake any additional tasks delegated by the JETA Project Director or other Program needs.
Required Knowledge and Skills
- Bachelor’s degree in architecture, civil engineering, or related field;
- Minimum three (3) years of relevant experience in positions or advisory roles in project management that requires procurement of goods, works, and services;
- Minimum 3 years of relevant technical experience in infrastructure and construction design and management, specifically in directly managing contracts and construction operations;
- Fluency in English and in another official language of Kosovo (Albanian or Serbian) is required. Proficiency in Albanian is preferred for candidates who speak Serbian, and vice versa.
Preferred background and work experience:
- Experience in all aspects related to construction management, including financial management, budget management, contract management, risk management, staff management, quality and safety management, program management and reporting;
- Additional years of relevant technical experience in infrastructure and construction design management (beyond the required 3 years)
- Advanced university degree in architecture or civil engineering;
- Experience working with national government and international donor organizations;
- Demonstrated sensitivity and adaptability regarding gender, cultural, nationality, disability, and age considerations.
