Job Summary

Democracy International (DI) is seeking to hire a Consultant on Environment Compliance. The Social Contract Activity (SCA) in Kosovo (the “Project”), funded by USAID, aims to introduce sustainable practices for public participation to improve Kosovo citizens’ quality of life and strengthen their partnership with the municipal government. The Activity is seeking a consultant to inform the Project’s environmental compliance process, in accordance with 22 CFR 216 and ADS Chapters 201 and 204, for forthcoming municipal interventions. This consultancy is open to Kosovo citizens and expatriates. 

The Project facilitates a public dialogue between community groups and municipal officials in ten partner municipalities to resolve community issues with the purpose of improving public participation practices. In the coming weeks, the community groups and municipal officials will select a total of twenty-two public interventions, some of which will require landscaping, and other environment modifications, including potentially construction. The Project plans to co-fund through subcontracts and grants, community projects that result from the process of resolving community issues.

The Consultant on Environmental Compliance – hereinafter the Consultant – will be expected to work closely with the Kosovo-based Social Contract Activity team and DI’s Home Office to review the proposed interventions against USAID’s environmental compliance and requirements to ensure that the interventions are allowable and acceptable to USAID. The Consultant will be responsible for conducting desk research, analyzing proposed municipal interventions, providing written evaluations of the environmental impacts of and recommendations for the proposed interventions, and completing required USAID documentation.

The Consultant will report to the Chief of Party (COP), with technical direction from the Deputy Chief of Party (DCOP). The level of effort (LOE) for this consultancy will be up to 80 days with potential travel within Kosovo.

Key Tasks and Responsibilities: 

The Consultant will: 

  • Conduct desk research to understand environmental impact of each proposed municipal intervention;
  • Analyze proposed municipal interventions with a compliance lens with respect to USAID standard provisions found in 22 CFR 216 and ADS Chapters 201 and 204, DI’s Initial Environmental Examination (IEE) for the Social Contract Activity (to be provided), and Kosovo environmental law.
  • Provide analysis of the environmental impact of each proposed municipal interventions and written recommendations to make proposed municipal interventions more environmentally friendly, considering opportunities to raise awareness about climate change issues in Kosovo as appropriate
  • If necessary, conduct environmental assessments in accordance with 22 CFR 216.6
  • Guide Project staff in drafting Environmental Mitigation and Monitoring Plans (EMMPs) and subsequent Environmental Mitigation and Monitoring Reports (EMMRs).
  • Perform other tasks as required related to environmental compliances processes for each of the five partner municipalities.

Key Deliverables: 

The Consultant is expected to provide the following deliverables for all ten municipalities with up to 22 community projects:

  • Written analysis of the intervention with a summary of the environmental impacts of implementation and recommendations for mitigating and monitoring environmental risk;
  • Written Environmental Assessments in accordance with 22 CFR 216.6 (if necessary)
  • Written EMMPs and annual EMMRs.
  • Written report of no more than 5 pages that describes but is not limited to the following: the purpose of the consultancy, progress made during the duration of the consultancy, and any other notable observations; issues and/or problems encountered; and expected follow-on actions, as well as actions to be performed by counterparts; and lessons learned or advice for the Activity moving forward;
  • Other deliverables as DI may reasonably request based on the STTA’s Scope of Work.

 

Qualifications: 

  • Proven experience with and understanding of USAID compliance and environmental mitigation and monitoring, including familiarity with Section 117 of the Foreign Assistance Act of 1961, 22 CFR 216, and USAID’s Automated Directives System (ADS) Chapters 201 and 204;
  • Bachelor’s degree in social sciences, environmental sciences, engineering, public policy, economics, or related field required. Master’s degree preferred;
  • Demonstrated experience in local governance and municipal development;
  • Exceptional oral and written communication skills in English;
  • Experience in Kosovo or the Balkan region is an advantage;
  • Working level knowledge of Albanian and/or Serbian is an advantage.
