With a project established in Kosovo in 1999, HALO’s mission is to protect lives and restore livelihoods for those affected by landmines and cluster submunitions.

JOB TITLE: Logistics Officer

JOB SCHEDULE: Full-Time

LOCATION: Gjakova

REPORTING TO: Finance Manager / Administrator

MAIN DESCRIPTION 

The Logistics Officer is responsible for general procurement related activities undertaken on the HALO Kosovo programme, coordinating with suppliers and developing purchasing plans in accordance with donor and internal procurement procedures. The Logistics Officer is also responsible for supporting the inventory management and distribution of demining equipment and uniform to the operations staff in the field.

JOB DESCRIPTION 

The Logistic Officer is responsible for: 

  • Work closely with the Operations Manager and all the support departments to develop quarterly purchasing plans based on programme requirements.
  • Ensure all purchase requests are dealt with in a timely manner, and ensure a paper trail is kept from time of initial requests through purchasing, issuing, and archiving. 
  • Follow HALO’s internal procurement and finance procedures as it relates to purchasing and obtaining quotes.
  • Work proactively to expand the supplier’s portfolio.
  • Conduct due diligence on potential suppliers, and provide feedback of issues encountered.
  • Ensure HALO Kosovo is obtains the best value for money in all purchases. 
  • Ensure the timely placement of orders, and ensure goods are checked prior to payment when and where possible.
  • Ensure the timely payment for purchased items, requesting open vouchers for cash payments or reporting to the Finance Manager or Administrator to initiate online payments for goods received.
  • Maintain records from orders, and always obtain a receipt or invoice for each item purchase.
  • Update and maintain the Excel Logistics Database.
  • Conduct regular stock checks to confirm inventory records match actual stock levels, reporting findings and discrepancies to operations and programme management.
  • Work closely with the Storeman to ensure that correct stock is being held in stores at all time, proactively develop procurement requests for the Finance Manager or Administrator when stock levels are low.
  • Update and maintain the Excel Logistics Database.
  • Perform any other tasks as requested by the Programme Manager. 

REQUIREMENTS – ESSENTIAL 

  • Bachelor’s degree in Logistics, Business Management or related field
  • 2+ years of experience in logistics 
  • Strong English language skills (spoken and written)
  • Valid driving license
  • Strong proficiency with Excel
  • Clean criminal record
  • Flexibility of working in different time schedules as and when necessary
  • Excellent time management skills and ability to multi-task and prioritize work 
  • Strong organizational, planning, and problem solving skills
