Private Sector Development Advisor
The overall purpose of the post
The GIZ supports the development of an Innovation and Training Park (ITP) in Prizren on the premises of a former military camp, making use of its facilities and infrastructure. Companies and institutions are settling in the park to benefit from an inspiring ecosystem, while the park management secures adequate premises and services and attracts more businesses into ITP.
The Private Sector Development Advisor will work in Prizren and lead and manage support programs for start-ups and business acceleration within the park. This includes overseeing current programs like the idea-to-scale initiative and start-up school, while also creating new support programs with partners like UBT. The role involves building partnerships inside and outside ITP, especially with regional alliances like the Western Balkan Start-Up Alliance, to strengthen the start-up ecosystem. Additionally, this position aims to secure funding for start-ups, promote ITP’s role in Kosovo’s national innovation policies, organize events, and support knowledge-sharing activities to boost ITP’s presence and impact in start-up and innovation support.
Main tasks and responsibilities
The Advisor performs the following:
- Develops and coordinate activities of the ITP project on start-up and acceleration support in the park, including ongoing and new to-be-developed programs, such as the idea-to-scale or the start-up school in cooperation with UBT or any mentoring or acceleration programme
- Develops strategies to enhance ITP’s position as a leading platform for start-up innovation and funding in the region
- Identifies and pursues new opportunities for collaboration and growth within the start-up ecosystem, expanding the network of resources and support available to entrepreneurs
- Ensures proper implementation of ITPs involvement in Start-Up activities
- Maintains communication with partners in the field of start-up support within and outside ITP
- Organizes support and coordinates short-term expertise for the relevant fields of action
- Coordinates ITP’s engagement with the Western Balkan Start-Up Alliance and/or similar initiatives
- Actively promotes, develops, and coordinates ITPs involvement in the implementation of start-up funding from the national government of Kosovo or third parties to establish ITP as a platform for start-up funding support
- Coordinates ITP’s involvement in innovation policies of the government of Kosovo and ensures ITPs visibility in that context, including the S3 Strategy
- Contributes to the organization of events in fields related to the assigned tasks
- Contributes to monitoring and knowledge management related to the assigned tasks
- Performs other tasks at the request of the disciplinary supervisor.
Required qualifications, competencies, and experience
Qualification
- University degree in a relevant field, e.g. economics, management, business administration.
Professional experience
- At least 5 years of professional experience in relevant positions
- Experience with startup promotion; e.g. incubation, acceleration programs or similar
- Experience in the development of policy papers, strategies or frameworks regarding digital transformation, the ICT sector or start-up promotion
- Experience with funding opportunities for start-up promotion
- Experience with tendering processes and calls for proposals is an asset
- Experience with the GIZ or other international development actors is an asset.
Other knowledge, additional competences
- Excellent knowledge of one of the local languages and English; German will be an asset.
- A proactive approach, thinking outside the box, creativity, embracing challenges, self-motivation and self-organization are of the highest relevance for this position
- Strong advisory, analytical, interpersonal, communication, and organizational skills
- Proficient in Microsoft Office.
