General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses in relevant field and specialized subject area

Experience:

Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Minimum of ten (10) years of diversified experience including at least one year of operational experience in the relevant field and specialized subject area. Relevant experience in project development and implementation related to VERLT and preferably with OSCE or other international organizations;
  • Proven experience of working with public safety agencies and respective local authorities, as well as other international and local organizations;
  • Demonstrated ability and willingness to work as a team member, with persons of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Cultural sensitivity and judgment;
  • Flexibility and ability to work under pressure and within limited time frames;
  • Professional fluency in English language and the capability of drafting professional documents under pressure and within short deadlines;
  • Ability to operate Windows applications, including Word processing and e-mail.

Desirable:

  • Knowledge of regional political history and developments;
  • Knowledge of OSCE principles, structures, institutions, field activities and commitments;
  • Practical experience and/or working knowledge of EU/EC bodies, EULEX, UN, NATO/KFOR, as well as local institutions;
  • Knowledge of analysis and analysis information  report drafting;
  • Knowledge of strategy development.

Tasks and Responsibilities

Under the direct supervision of the Chief of Serious and Organized Crime Section, the Senior Adviser on VERLT will:

  1. Conducting analysis of information, statistics and data to support the needs of the Kosovo Strategy and Action Plan on Prevention of VERLT, recommending and implementingcourse of action to be taken;
  2. Providing advice and assistance in supporting strategies and actions plans related to VERLT. Assisting, mentoring and supporting institutions in matters related to VERLT throughout Kosovo;
  3. Supporting Kosovo institutions in incorporating community policing agenda in VERLT related activities, through workshops/training, conferences and various presentations;
  4. Supervising and evaluating VERLT project implementation to ensure efficiency and effectiveness;
  5. Drafting project documents and implementing them through all project management cycle stages, based on the OSCE Project Management Toolkit;
  6. Interacting closely with responsible counterparts at the OSCE Secretariat, as well as with neighboring OSCE field missions, local and international stakeholders;
  7. Providing guidance to national staff and supervising consultants when necessary;
  8. Supporting the building of constructive relationships with local and international relevant partners and act as the main VERLT focal point;
  9. Interacting and conducting regular meetings with local counterparts, including international organizations, agencies and local authorities;
  10. Supporting  the Action against Terrorism Unit of the Secretariat’s Transnational Threats Department (ATU/TNT) on all issues related to VERLT;
  11. Taking leading role in coordination and implementation of Mission strategies as related to VERLT;
  12. Preparing inputs, feedback and other reports as required by the Mission;
  13. Performing other duties as assigned.
