The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, project “Legal Reform for Economic Development in the Western Balkans” is seeking to fill the position of:

Rule of Law Advisor

Overall purpose of the post

The regional project “Legal Reform for Economic Development in the Western Balkans” is supporting the countries in harmonizing their actions with EU standards on the rule of law and human rights through regional initiatives related to EU-compliant implementation of laws in the field of sustainable economic development. The project strengthens cooperation and regional learning in the framework of regional experience exchange forums. The main outputs of the project will contribute to improving conditions (1) for a better access to legal information for female economic actors; (2) for more effective dispute resolution between investors and authorities, and (3) for improving cross-border legal transactions in the Western Balkans countries.

The rule of law advisor will be in charge of supporting the overall planning, implementing and monitoring of the project activities relating to the activities in Kosovo and beyond in close consultation with the GIZ project team and the counterparts.

Main task and responsibilities

  • representing the project “Legal Reform for Economic Development in the Western Balkans” both internally (GIZ office) and externally in Kosovo
  • ensuring the implementation of the regional activities in Kosovo in accordance with the project objectives and agreements with the responsible output manager;
  • ensuring cooperation, regular contact and dialogue with current and potential partners;
  • close collaboration and support of the output managers on technical matters
  • providing legal expertise and inputs in accordance with the project objectives
  • Information flow and deadlines and ensuring good communication and flow of information within the project, other GIZ projects and with the GIZ office on national and regional level;
  • Responsibility for monitoring and support reporting of the project activities
  • Responsibility for Outreach and Communication of the project activities (content + strategy)
  • Financial management
  • Assist in other duties as assigned to by the supervisor

Required qualifications, competences and experience

Qualifications

  • Bachelor’s or Master’s degree in law or similar legal degree

Professional experience

  • At least 3 years of professional experience in the judicial sector/field of justice
  • Working experience in the field of civil and commercial law
  • Working experience in or with the development cooperation sector
  • Working experience in the of field gender equality and / or statistical systems is a strong asset
  • Knowledge or working experience in the field of monitoring and outreach/communication is a strong asset
  • Extensive knowledge of the Kosovo legal system and its institutions;

Other knowledge, additional competences

  • Very good knowledge of English and Albanian language; working knowledge of German and/or Serbian language are an added value;
  • Strong advisory, analytical, networking, interpersonal, communication and organisational skills;
  • Knowledge of GIZ and BMZ processes, tools and approaches, e.g. regarding commission management, procurement procedures, and current developments are an advantage;
  • Interest and active engagement in the company’s / country office’s structures beyond the own project (e.g., involvement in sector networks; working groups) is highly appreciated;
  • Digital literacy
  • Integrity, flexibility and motivation are important traits for this and other positions in this project.
