Terre des hommes Lausanne në Kosovë (TdhK) është organizatë jo-fitimprurëse që vepron në Kosovë në fushën e të drejtave dhe mbrojtjes së fëmijëve, duke qenë në krye të themelimit dhe fuqizimit të sistemit nacional të mbrojtjes së tyre. Fusha e ekspertizës së Terre des hommes përshkon një gamë të gjërë, prej ndërhyrjes së drejtpërdrejtë psiko-sociale të fëmijëve të cënueshëm, familjeve dhe pjesëtarëve të komunitetit të tyre, e deri te fuqizimi i institucioneve lokale, rajonale e shtetërore si dhe palëve kryesore, nëpërmjet forcimit të kapaciteteve dhe trajnimit në vend pune, ashtu që të zhvillohen dhe zbatohen strukturat, politikat, standardet dhe procedurat adekuate. Terre des hommes Kosovë i ka tri programe kryesore të ndërhyrjes: 1) Mbrojtja e fëmijëve; 2) Migrimi dhe Anti-trafikimi; 3) Drejtësia për të mitur.

PËRSHKRIMI I DETYRAVE

Në kuadër të projektit dy-vjeçar “Rritja e qasjes dhe cilësisë së kujdesit, si dhe shërbimet sociale dhe arsimore për vajzat dhe djemtë e cënueshëm, posaçërisht ata në situatë rruge dhe familjet e tyre”

(Shtator 2022- Nëntor 2024)  – i mbështetur financiarisht nga Zyra e BE-së dhe UNICEF-i në Kosovë, TdhK planifikon ta operacionalizojë Qendrën e dytë të Kujdesit Ditor, këtë radhë në Nashec/ Komuna e Prizrenit. Qëllimi i qendrës është të ofrojë shërbime të integruara që përfshijnë ofrimin e ushqimit, shërbimet higjienike e sanitare, veshmbathje, shërbime psiko-sociale, aktivitete arsimore, këshillime psikologjike, ndihmë mjekësore, aktivitete të kohës së lirë, ashtu si edhe aktivitetete socio-kulturore. Shërbimet e shënjestruara do të marrin parasysh aspekte të ndryshme të mirëqenies së fëmijës, si siguria, shëndeti, shëndeti mendor, arsimimi, ashtu si edhe mbështetja sociale dhe psikologjike.

Si punonjës/e social/e në Qendrën e Kujdesit Ditor në Nashec/ Prizren, përgjegjësitë kryesore përfshijnë zhvillimin dhe zbatimin e shërbimeve si dhe aktiviteteve që mbështesin mirëqenien psiko-sociale të përfituesve, nëpërmjet ofrimit të përkrahjes emocionale, këshilllimit, ashtu si edhe ndihmës për individët e grupet, duke ndërmarrë vlerësime dhe krijuar plane individuale, si dhe duke avokuar  për të drejtat e fëmijës. Punonjësi/ja social/e pritet të mbajë dokumentim të saktë dhe me kohë të ndërhyrjeve dhe aktiviteteve, të bashkëpunojë me profesionistët tjerë dhe organizatat e komunitetit, si dhe të marrë pjesë në mënyrë aktive në trajnimin dhe aktivitetet e zhvillimit profesional për përforcimin e njohurive dhe shkathtësive në terren. Punonjësi/ja social/e duhet të punojë në kuadër të dispozitave etike dhe ligjore, ta mbajë konfidencialitetin, si dhe të ruajë vlerat e respektit, përfshirjes dhe gjithëpërfshirjes në të gjitha ndërveprimet me përfituesit si dhe familjet e tyre.

PËRGJEGJËSITË KRYESORE

Përgjegjësitë kryesore të Punonjësit Social në Qendrën e Kujdesit Ditor në Nashec janë:

  • Kryen vlerësime për përcaktimin e nevojave dhe zhvillimin e planeve individuale të intervenimit/ofrimit të shërbimeve;
  • Të ofrojë shërbime të specializuara sipas modelit të shërbimeve të specializuara;
  • Të ofrojë shërbime gjithpërfshirëse dhe të qarta në kuadër të menaxhimit të rasteve, për të gjithë përfituesit: të ndërmarrë vlerësim nevojash, vlerësim përfitimesh, plan progresi afatgjatë të rastit, plan progresi javor dhe mujor, monitorim progresi, avokim e referim;
  • Të vendosë lidhje ndërmjet përfituesve dhe shërbimeve apo resurseve në dispozicion në komunitet;
  • Të përpilojë plan veprimi sipas rastit, në bashkëpunim me kolegët e tjerë, Qendrën për Punë Sociale (QPS), psikologun e ekipit mobil, ashtu si edhe kolegët në terren prej organizatave të tjera dhe/ose institucioneve shtetërore;
  • Ofrojë këshillim individual, grupor ose familjar për të adresuar çështje të tilla si shëndeti mendor, abuzimi me substancat narkotike dhe çështje sociale;
  • Mbajë të dhëna të sakta dhe të përditësuara të informacionit të përfituesve, planeve të ofrimit të shërbimeve dhe përparimit;
  • T’i referojë rastet me rrezik të mesëm/ lartë menjëherë te Qendra përkatëse për Punë Sociale (QPS) dhe/ ose te njësia përkatëse e Policisë së Kosovës;
  • Të bashkëpunojë dhe të marrë pjesë në Tryezën Multi-disciplinare të Rrumbullakët për Ndihmë në Menaxhimin e Rasteve, kur të ftohet nga Qendra për Punë Sociale;
  • Të mbajë lidhje me palët kryesore lokale, si QPS-të, drejtoritë komunale të arsimit, shkollat dhe OJQ-të, ashtu që të sigurojë menaxhim adekuat rastesh dhe ofrim shërbimesh për përfituesit e projektit, si dhe të shmangë përsëritjen e ndërhyrjeve kryesore;
  • Të monitorojë cilësinë e praktikave të menaxhimit të rasteve të ndërmarra prej autoriteteve dhe ofruesve të shërbimeve publike, të ofruara nga TdhK dhe partnerët kryesorë, si dhe të vlerësojë në baza periodike rezultatet e këtyre praktikave te fëmijët e familjet;
  • Të identifikojë në mënyrë proaktive nevojat e përfituesve, si dhe të ndërmarrë veprime për fuqizimin e mundësive të tyre për punësim;
  • Të lehtësojë trajnimin e adoleshentëve të cënueshëm dhe të rinjve, në përforcimin e shkathtësive të tyre të buta;
  • Të angazhohet në dizajnimin, organizimin dhe zbatimin e mikro-iniciativave, ashtu si edhe veprimeve për vetëdijësim të komunitetit rreth kërkimit të lëmoshës, si dhe temave të tjera të ndërlidhura;
  • Të organizojë aktivitetete të bazuara në art për djemtë dhe vajzat e cënueshme, ashtu që të rritet vetëbesimi dhe qëndrueshmëria e tyre;
  • Të përditësojë dhe monitorojë rregullisht bazën e të dhënave për fëmijët dhe familjet në situatë rruge;
  • Në bashkëpunim me ndihmës-mësuesen, të mbështesë seancat e prindërimit, mësimin pas shkollës, aktivitetet psiko-sociale, e të tjera;
  • Të sigurojë respektimin e Politikave për Mbrojtjen e Fëmijës, ashtu si edhe rregullat dhe politikat e tjera të TdhK-së.

  • Diplomë universitare në shkencat sociale ose punë sociale;
  • Të paktën një vit përvojë në pozitë të ngjashme;

  • I/ e motivuar të punojë me fëmijët dhe familjet në situatë rruge, si dhe kategoritë e tjera të cënueshme;

Social Worker at the Day Care Centre in Nashec (Prizren)

BACKGROUND

 Terre des hommes Lausanne in Kosovo (TdhK) is a non-profit organization which has been operating in Kosovo in the field of child rights and child protection, leading the establishment and strengthening of a national child protection system in Kosovo. Terre des hommes’ area of expertise ranges from direct psycho-social interventions with vulnerable children and their family and community members, to empowerment of local, regional and national level governmental institutions and key stakeholders through capacity-building and on-the-job training in order to develop and implement proper child-sensitive structures, policies, standards and procedures. Terre des hommes Kosovo has 3 main programs of interventions: 1) Child Protection; 2) Migration and Anti-Trafficking; 3) Juvenile Justice.

ROLE DESCRIPTION

In the framework of the two year project “Increase access and quality of care and social and educational services for vulnerable girls and boys particularly those in street situations and their families” (September 2022- November 2024)  – financially supported by the EU Office and UNICEF Office in Kosovo, TdhK is planning to operationalize the second day care centre in Nashec/Prizren municipality. The aim of the center is to provide integrated services that include the provision of nutrition, hygienic and sanitary services, clothing, psycho-social services, educational activities, psychological counselling, medical support, leisure, and socio-cultural activities. The targeted services will consider different aspects of the child’s well-being, such as safety, health, mental health, education, and social and psychological support.

As a Social Worker in the Day Care Centre in Nashec/Prizren, the key responsibilities include developing and implementing services and activities that support the psychosocial wellbeing of the beneficiaries, providing emotional support, counseling and guidance to individuals and groups, conducting assessments and creating individual plans, and advocating for the rights of the child. The social worker is expected to maintain accurate and timely documentation of interventions and activities, collaborate with other professionals and community organizations, and actively participate in training and professional development activities to enhance their knowledge and skills in the field. The Social Worker must work within ethical and legal guidelines, maintain confidentiality, and uphold the values of respect, inclusiveness, and diversity in all interactions with beneficiaries and their families.

MAIN RESPONSIBILITIES

The main responsibilites of the Social Worker in the Day Care Centre in Nashec are:

  • Conduct assessments to determine needs and develop individual intervention/service delivery plans;
  • Identify cases of children and families in street situations and provide specialized services according to the model of specialized services;
  • Provides comprehensive and comprehensible case management services for all the beneficiaries: conducts a needs assessment, benefit assessment, long-term case progress plan, weekly and monthly progress plan, progress monitoring, advocacy and referral;
  • Establishes a connection between the beneficiary clients and the services or resources available in the community;
  • Drafts the case-by-case action plan in cooperation with other colleagues, CSW; the psychologist from the mobile team, as well as field colleagues from other organizations and/or state institutions;
  • Provide individual, group, or family counseling to address issues such as mental health, substance abuse, and social issues;
  • Maintain accurate and up-to-date records of beneficiary information, service delivery plans and progress;
  • Refers cases with medium/high risk immediately to the respective Center for Social Work (CSW) and/or to the adequate unit of Kosovo Police;
  • Collaborates and participates in the Multidisciplinary Roundtable for Assistance in Case Management when invited by the Center for Social Work;
  • Conducts a detailed case investigation by drafting files with documentation, data, and case-by-case records. Among others, these files include a history of the individual and his/her family, psychological and medical profile, cultural, and socio-economic circumstances;
  • Provides comprehensive and comprehensible case management services for all the project beneficiaries: conducts need assessment, benefit assessment, long-term case progress plan, weekly and monthly progress plan, and progress monitoring;
  • Liaise with key local stakeholders such as CSWs, municipal directorate for education, schools, and NGOs to ensure adequate case management and service provision for project beneficiaries and avoid overlapping of key interventions;
  • Monitor the quality of the case management practice conducted by authorities and public service providers support by Tdh and partners and periodically assess the outcomes of the practice on children and families;
  • Proactively identifies the needs of beneficiaries and undertakes actions to enhance their employability opportunities;
  • Facilitates the training of vulnerable adolescents and young people in increasing their soft skills;
  • Engages in designing, organizing, and implementing micro-initiatives, and community awareness-raising actions on child begging and other related themes;
  • Organize creative art-based activities for vulnerable boys and girls to increase their self-confidence and resilience;
  • Regularly updates and monitors the database for children and families in street situations;
  • In cooperation with the teaching assistant supports the facilitating the parenting sessions, learning afterschool classes, psycho-social activities, etc;
  • Ensure compliance with the Child Protection Policy and other related regulation and policies of TdhK.

YOUR PROFILE

Qualifications and competencies:

  • University degree in social sciences or social work.
  • At least one year of experience in similar position.
  • Familiarity with local laws, regulations and policies on child protection and welfare.
  • Highly motivated to work with children and families in street situations and other vulnerable categories.
  • Excellent communication and interpersonal skills, with the ability to liaise with internal and external stakeholders.
  • Fluency in Albanian, knowledge of English is an advantage.
  • Flexibility and adaptability to work in a challenging and fast-paced environment.
  • Driving license, category B.
