Project Officer

Volontari nel Mondo RTM is an Italian non -governmental organisation whose mission is to promote dignity, protect fundamental rights, and support communities in sustainable development processes. It operates through medium- and long-term interventions with the active participation of local partners and communities.

Since 1973 it has promoted international cooperation and solidarity projects in Africa, the Balkans, Latin America, and the Middle East, and information, awareness-raising, and development education activities in Italy

RTM has been active in Kosovo since the humanitarian emergency of 1999. Initial interventions focused on direct, immediate assistance to the population and on the reconstruction of civilian homes severely damaged by the conflict. After the emergency phase, RTM has chosen to participate in and to contribute to the peace process and socio-economic development of the country through interventions in support of families in the fields of rural development, education, and women empowerment. At first, the activities were concentrated in the area of the Municipality of Kline/Klina (central-western Kosovo), afterwards they were extended to the entire Peja/Pec region and finally to the entire country.

Project: The “NaturKosovo – the natural and cultural capital in Kosovo and the sustainable touristic development of Via Dinarica” (AID 012382) initiative is meant to contribute to the sustainable touristic development in Kosovo. It enhances the cultural, historical, and natural resources of the country, generating sustainable development and creating job opportunities for local communities, supporting the local institutions in the governance of tourism and in the promotion of the Kosovar stretch of Via Dinarica (Peja, Decan, Junik, and the National Park Bjeshkët e Nemuna).

The project is built around 4 pillars of intervention: i) Enhancement of the offer and the quality of nature and cultural itineraries of the Kosovar part of Via Dinarica; ii) Building the coordination capacities of the local actors and authorities with regard to the Via Dinarica heritage; iii) Reinforcement of the socio-economic conditions of local communities; iv) Promotion of the “Via Dinarica – Kosovo” touristic brand.

NaturKosovo is a 36-month project (May 2022/April 2025), funded by the Italian Agency for Development Cooperation, in collaboration with the Italian Embassy in Pristina. It is implemented by a consortium of Italian and Kosovar organizations.

Job description:

With regard to the project in general, the Officer assists the Coordinator in:

  • Support in the management of relations with local partners, institutions, local authorities, and international bodies involved in the project
  • Support in the coordination (annual, quarterly, monthly) of activities programming
  • Support in the budget management for expenses on site
  • Support in the coordination of visibility actions (public events, materials production), public relations, and results dissemination
  • Support in the coordination of internal and external monitoring and evaluation processes
  • Support in the drafting of periodical progress reports and financial reports
  • Support in the management of a regular and effective communication with the international experts involved in the project
  • Support in the organization of on-site training and technical assistance missions of international experts involved in the project

With regard to the III component (Promotion of local entrepreneurship) of the project:

  • Coordination of activities programming (annual, quarterly, monthly) in collaboration with the Coordinator and with the local technical partner
  • Support in the drafting of the Operational Manual for the management of the “Via Dinarica” Endowment Fund supporting touristic services
  • Support in the drafting of the Tender and related annexes for the granting programme in the framework of the“Via Dinarica” Endowment Fund
  • Organization of the info-session and coaching actions addressed to the local actors interested in the granting scheme
  • Support to the suitable beneficiaries not selected for the grants in the research of and application to other funding opportunities
  • Coordination of the Support Pool
  • Implementation of monitoring and evaluation actions with regard to the subsidized initiatives
  • Reporting periodically on the subsidized initiatives
  • Organization of technical and vocational training courses in collaboration with the technical partners

With regard to other project activities:

  • Support to the Coordinator in assisting the targeted actors in the creation of the Via Dinarica Consortium, in coordination and collaboration with the project partners, and other involved actors

Other tasks may be assigned by the Project Coordinator according to the needs.

The implementation of the abovementioned duties requires frequent travels in the targeted area (Peja, Decan, Junik), and occasionally it may imply overnight stays out of the duty station (Prishtina).

Requirements:

  • At least 5 years of proven experience in management of international cooperation projects in the socio-economic, rural/mountain sectors in Kosovo
  • At least 2 years of proven experience in the organization of training programs addressing rural and /or civil society actors in Kosovo
  • Previous experience in the management of projects funded by international donors (EU, Italian Foreign Ministry, UN, other development agencies) is an asset
  • Acquaintance with the intervention area (West Region) in regard to rural contexts and the tourism sector
  • Good command of PCM aspects and elements
  • Excellent relation skills in regard to formal and informal actors of rural contexts (associations, producers, family businesses, etc.)
  • Excellent organizational and managerial skills
  • Languages: Albanian (mother tongue), English (C1), Italian is a strong asset
  • Good command of digital and web tools (Office suite)
  • Driving license

Contract conditions: 80% part-time contract (32 hours per week); 12 months duration (3 months probation period), extendable; starting period: mid-June. The gross compensation will be defined according to the candidate’s profile and RTM internal policy.
