Qeveria e Republikës së Kosovës (“Qeveria” ose “QK”) dhe Korporata e Sfidës së Mijëvjeçarit (“MCC”), një agjenci qeveritare e Shteteve të Bashkuara,  me 15 Korrik 2022 ka nënshkruar një grant që synon uljen e varfërisë përmes rritjes ekonomike në Kosovë  në shumën prej 202,000,000 USD (“Kompakti”) dhe një kontribut korrespondues nga Qeveria prej rreth 34,670,600 USD.

2. Në varësi të termeve dhe kushteve të Kompaktit, marrëveshjeve të lidhura, dhe disponueshmërisë së fondeve, Qeveria synon të përdorë një pjesë të fondeve të siguruara nëpërmjet Kompaktit për të financuar shërbimet e prokurimit profesional për (“Marrjen me qira te hoteleve dhe sallave të konferencave”) për të ndihmuar Qeverinë në zbatimin e programit të Kompaktit në një mënyrë transparente dhe të shëndoshë fiskale, të gjitha në përputhje me termat dhe kushtet e përcaktuara në Marrjen me Qira të Hoteleve dhe Sallave të Konferencave, formulari i të cilit i bashkëlidhet Kërkesës për Kuotim (“RFQ”) .
3. MCC kërkon që të gjithë përfituesit e financimit të MCC-së, përfshirë Entin e MCA-së dhe çdo aplikant, ofertues, furnizues, kontraktorë, nënkontraktorë, konsulentë dhe nën-

konsulentë sipas çdo kontrate të financuar nga MCC, te respektojnë standardet më të larta të etikës gjatë prokurimit dhe ekzekutimit të kontratave të tilla. 7. Shërbimi do të zgjidhet sipas metodës Shopping – RFQ (Kërkesë për Kuotim) në përputhje me procedurat e përcaktuara në Udhëzimet e Prokurimit të Programit MCC, të cilat ofrohen në faqen e internetit të MCC (www.mcc.gov/ppg). Procesi i përzgjedhjes, siç përshkruhet, do të përfshijë një rishikim dhe verifikim të kualifikimeve dhe performancës së kaluar, duke përfshirë një kontroll referencë, përpara dhënies së kontratës.
8. Tarifat do të jenë norma konkurruese të tregut të përcaktuara nga një analizë e arsyeshmërisë së çmimeve.
9. Kjo ftesë vjen pas Njoftimit Specifik të Prokurimit që është shfaqur në faqen e internetit lokale në 22 maj 2023.
10. 1. The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, signed a grant aimed at poverty reduction through economic growth in Kosovo on July 15, 2022 in the amount of

US $202,000,000 (the “Compact”) and a corresponding contribution from the Government of approximately US $34,670,600.

2. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to fund professional procurement services for (“Renting Hotels and Conference Room”) to assist the Government with implementing the Compact program in a transparent and fiscally sound manner, all in accordance with the terms and conditions set forth in a Renting Hotels and Conference Rooms a form of which is attached to the Request for Quotation (“RFQ”).
3. MCC requires that all beneficiaries of MCC Funding, including the MCA Entity and any

applicants, Bidders, Suppliers, contractors, Subcontractors, consultants, and sub-consultants under any MCC-funded contracts, observe the highest standards of ethics during the procurement and execution of such contracts. MCC’s Policy on Preventing,

Detecting and Remediating Fraud and Corruption in MCC Operations (“MCC’s AFC Policy”) is applicableto all procurements and contracts involving MCC Funding and can be found on the MCC website at: https://www.mcc.gov/resources/doc/policy-fraud-and-corruption.

4. The MCA-Kosovo now invites companies from eligible bidders to provide the services of hotels and conference rooms.

5. Location: The location of the assignment is ¹Pristina, and region of Prishtina, Kosovo.
6. Anticipated Start Date: July 2023 – June 2025
7. The Service will be selected under the Shopping – RFQ (Request for Quotation) method in accordance with the procedures set out in the MCC Program Procurement Guidelines which are provided on the MCC website (www.mcc.gov/ppg). The selection process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.
8. The Fees shall be competitive market rates as determined by a price reasonableness analysis.
9. This Invitation follows the Specific Procurement Notice that appeared in local website on May 22, 2023.
10.
