General information

The Kosovo Credit Guarantee Fund (hereinafter referred to as “KCGF”) is an independent legal entity established by relevant law to facilitate access to finance for micro, small, and medium enterprises (MSMEs) in Kosovo to create places of work, the increase of local production and of those services which create added value, the improvement of the trade balance and the increase of opportunities for the financing of MSMEs.

Description of work responsibilities

The responsibilities of the legal officer include the following:

  • Provide support in drafting and review of policies, procedures, instructions, guidelines, and other internal acts of KCGF;
  • Assist in drafting, reviewing, and preparing guarantee agreements, contracts, and other essential legal documents;
  • Standardizes and administers legal documents;
  • Provides support for legal advice on various operational aspects of KCGF, including compliance with the Law, the Statute and internal acts of KCGF and applicable legislation
  • Assist the legal manager in providing legal opinions for the projects and initiatives of the KCGF;
  • Provides support in carrying out the due diligence and compliance process related to financial agreements, partner institutions and relevant activities of the KCGF;
  • Provides support in the process of monitoring the level of risk of loans and qualified borrowers, in terms of compliance against money laundering and combating the financing of terrorism;
  • Provides support to ensure the compliance of KCGF with legal regulations for the protection of personal data;
  • Maintains and monitors the implementation of the contractual obligations defined in the agreements between KCGF and third parties;
  • Prepares the decisions and other administrative documents as required by the operational needs of the KCGF;
  • Provides administrative and technical support within the legal framework;
  • Performs other delegated tasks.

Qualifications:

The legal officer must meet the following requirements:

  • Bachelor’s degree in law (master’s degree in legal is an advantage);
  • At least three years of relevant legal experience. Work experience in the financial or commercial sector is desired;
  • Understanding of the legal system, especially in financial and commercial law;
  • Good communication and interpersonal skills;
  • Strong skills in legal research, negotiation and drafting;
  • Ability to analyze complex legal issues and provide solutions;
  • Fluent oral and written communication in Albanian and English.

Reporting

The Legal Officer reports directly to the Legal Manager of the KCGF.

Term and duration

The Legal Officer will be offered a one (1) year contract. The contract will be continued based on satisfactory performance evaluation results.
