CALL FOR EXPRESSION OF INTEREST
FOR INDIVIDUAL CONSULTANCY/LEGAL EXPERT FOR THE HIV and TB GLOBAL FUND
PROGRAM

The Community Development Fund (CDF) is a non-governmental organization in Kosovo that
commenced its activities in November 1999, when it was established in partnership with the Soros
Foundation/Open Society Institute. Since October 2000 the CDF is registered as a local, non-profit
NGO with Public Benefit Status to carry out a community development project through small-scale
community investments. As of October 2011 CDF is the Principal Recipient to the Global Fund
Grants in Kosovo and manages the programs for HIV and TB.

In this regard, CDF, the Principal Recipient to HIV and TB Global Fund grant in Kosovo, issues the
call for expression of interest for Local Consultancy, Legal Expert to work with implementer in
removing human rights barriers and deal with legal related matters of key affected and vulnerable
and persons living with the disease; provide legal assistance to program clients with the intention to improve access to needed services in system document cases of human rights violations against
defined key populations and persons affected by the disease in the GF programs and advocate for
their rights. Legal expert shall provide technical assistance in trainings on human-rights related
issues, organized by GF grant implementers; provide legal information, referrals, advice and
representation related to HIV and TB, including through peer paralegal community systems; Coach,
mentor, supervise and monitor paralegals serving at Sub Recipient level. The Legal experts shall
support CCM’s Program Advocacy Group (PAG) and contribute in implementation of planed
activities.

Selection of the expert will be method based on consultant qualifications (CQ), in accordance
with the CDF policies and Guidelines Selection of Individual consultant.

The Individual consultant will be selected on the basis of his/her relevant experience, qualifications
and capability to carry out the assignment.
