Background

The Decentralisation and Municipal Support project (DEMOS) has the following overall objective: “Improved performance of municipalities in governance, management and services contributing to increased citizens’ satisfaction.” There are three outcomes of DEMOS III. The first one is the MPG, as a mechanism established and owned by Ministry of Local Government Administration (MLGA). DEMOS has been supporting the MPG in the two previous phases and responsibilities for its management will increasingly be taken over by MLGA during this phase. Second outcome is about the citizen engagement and oversight, while the third outcome is the policy support.

Within the first outcome, the project supports MLGA in PMS and MPG processes that are key to further institutionalization of MPG with the MLGA. For this purpose, technical assistance is envisaged including support through additional capacities and engagement of up to three interns that will work at the MLGA for a duration of six months, with possibility of extension, subject to satisfactory performance.

Required Skills and Experience

Under the guidance and supervision of relevant team members of the (MLGA), the interns will provide support in performing a variety of tasks ensuring high quality and accuracy of work, in support of the Division for Performance in MLGA.

Performance System (up to three position)

Education: Undergraduate (final year of studies) or recent graduates in one of the fields: Data Science, Business Information Technology, Social Sciences, Public Administration or related field.

Specific duties per field of engagement

  • Support the project and MLGA on process of data collection, data verification and data analysis including data entry.
  • Provide technical support to municipal performance coordinators with data input and reporting.
  • Support staff in the process preparation of the Performance Management System (PMS) and MPG reports
  • Support the project staff in activities related to PMS and Municipal Performance Grant (MPG)

Other duties

  • Assist with scheduling internal/external meetings, taking meeting minutes and preparing briefing notes.
  • Support in meeting/event management – including preparing and sending invitation letters, assist with organization, follow-up events, video/audio conference calls (including minutes taking) and provide on-site support during workshops and events.
  • Attend various project meetings with municipalities, ministries and other relevant partners.
  • Support administrative aspect of the project (ensure that activity documents are filed and that important documents are filled in the right folders)
  • Perform other duties as required by the supervisor at the MLGA.

Language

Fluency in Albanian or Serbian. Knowledge of English language will be considered an advantage (both spoken and written)

Competencies

  • Excellent communication skills
  • Excellent use of social media and other online tools in Albanian or Serbian and English;
  • Ability to take initiatives and work independently and in teams;
  • Excellent computer skills (Word, Excel, Power Point).

Working Arrangements

  • All positions will be based full-time at the MLGA offices in Pristina.
  • Interns will adhere to principles of confidentiality and non-disclosure of any information to the third party.
  • This is a paid internship and includes other benefits according to the internal rules and local legislation in place.
